SOMERVILLE – All are invited to join Mayor Katjana Ballantyne and City staff for Somerville’s 2022 holiday celebrations throughout the month of December.
Holiday Lighting & Santa Visit
We’ll kick off on Thursday, December 8, with the Holiday Lighting on the City Hall Concourse, followed by a meet-and-greet with Santa Claus in the Somerville High School Cafeteria. All children who attend will receive a special gift from Santa and will have an opportunity to take a photo with Old St. Nick. Activities begin at 5:00 p.m. with live entertainment prior to the official lighting of the City Hall Concourse. Santa Claus will, as always, be escorted by the Somerville Fire and Police Departments making his grand entrance atop a shiny red fire truck. Light refreshments will be served. SOMERVILLE – Mayor Katjana Ballantyne and the City of Somerville Housing Division are pleased to announce two affordable rental opportunities: one 4-bedroom unit at 126 Cross St. and one 2-bedroom unit at 29 Alpine St. Income-eligible households with a combined gross income at or below 50% of the Median Family Income (Cross St.) or between 81% and 110% of the Median Family Income (Alpine St.) will be eligible to apply.
About 126 Cross St.: One income-restricted four-bedroom unit is available at 126 Cross St., a three-story, six-unit building near the new East Somerville MBTA Green Line station and the Capuano Early Childhood Center. Amenities include in-unit laundry, central A/C, stainless steel appliances, white granite countertops, modern tiled bathrooms, and a private deck. Common areas include an entryway mail area and a bike storage room. Residents will have access to a basement, and storage units are planned to be added in the future. Baker legislation that would repeal current state laws which create professional licensure consequences for anyone who defaults on their student loan. Under existing law, a borrower’s state-issued professional or occupational certificate, registration or license can be suspended, revoked or cancelled if the borrower is in default on an education loan. ALLOW PHARMACISTS TO GIVE INSULIN IN AN EMERGENCY

Bill (S 691) – Shipped off to a study committee was a bill that would permit pharmacists to issue insulin to patients in emergency situations, which is described as an event in which authorization for the dispensing of insulin may not be readily obtained from a doctor or other practitioner. The pharmacist would be limited to providing the insulin every six months per individual.

The House 32-126, rejected an amendment to a current law that imposes up to a $10,000 fine and/or up to a 5-year prison sentence on anyone who knowingly engages in any type of voting fraud including illegally registering to vote; illegally voting or attempting to vote; voting more than once; and aiding and abetting a person who is illegally voting. Members of the Somerville Police Community Action Team have been conducting an investigation regarding illegal drug activity that was allegedly occurring in the area of XX Oxford Street. This narcotic investigation was started due to an email Ward X City Councilor XXXX sent to Somerville’s Chief of Police Charles Femino. On November 12, 2022 I was in full uniform working for the Somerville Police Department in a patrol capacity. At 8:52 P.M., I was dispatched to XX Walnut Road #X for a report of male who kicked the back door in and had entered the home. While on the way to the scene, dispatch lost contact with the reporting party. Multiple other units responded as backup. With 95 percent of the votes counted, voters, by a narrow 52 percent to 48 percent margin (Yes – 1,229,630 votes. No – 1,134,238 votes) approved Question 1 – a proposed constitutional amendment that would allow a graduated income tax in Massachusetts and impose an additional 4 percent income tax, in addition to the current flat 5 percent one, on taxpayers’ earnings of more than $1 million annually. Language in the amendment requires that “subject to appropriation” the revenue will go to fund quality public education, affordable public colleges and universities, and for the repair and maintenance of roads, bridges and public transportation. The House sent to a study committee a bill that would gradually, over a 5-year period, raise the age that some defendants could be charged as juveniles. Currently, only youths who are under 18 can be charged as a juvenile. The bill would raise the age so that a defendant can be charged as a juvenile to include 18- 19- and 20-year-olds. BAN CHILD MARRIAGE (H 1709)

The House sent to a study committee a bill that that would ban the marriage of anyone under the age of 18. Current law allows minors to get married if they have parental consent. Bills that are sent to a study committee bills are rarely actually studied and are essentially defeated. It is a way to kill a proposal without holding a vote on the bill itself. SPEECH PATHOLOGISTS (H 5094)

Baker a bill that would allow fully licensed speech pathologists to be granted a provisional license to practice in Massachusetts during their 36-month fellowship. Currently, Massachusetts is one of only eight states that does not provide a provisional license that allows their students to begin practicing during their fellowship.

The House 154-0, approved and sent to the Senate a $4.2 billion economic development package which provides $500 million one-time tax rebates to an estimated 2 million eligible people. A $250 rebate would go, by September 30, to individual taxpayers and a $500 rebate to married taxpayers. Eligibility will be determined by annual income reported in 2021, with the minimum income required to be $38,000, and the maximum $100,000 for individual filers and $150,000 for joint filers. House 32-124, rejected an amendment that would have suspended the state’s 24-cents-per-gallon gas tax for 60 days. The measure also requires the state to use money from its General Fund to cover transportation costs, normally funded by the gas tax, such as road and bridge maintenance, during the two-month holiday. House 31-125, rejected an amendment that would increase by $1,005 (from $750 to $1,755) the maximum tax credit which seniors over 65 who qualify, can receive under the Senior Circuit Breaker Tax Credit Law. The law applies to seniors with homes valued at less than $884,000 and who earn $62,000 or less for a single individual who is not the head of a household; $78,000 for a head of household; and $93,000 for married couples filing a joint return. Pasquale Fiorenzio, age 87, of Somerville passed away on Tuesday, November 8th in Mt. Auburn Hospital of Cambridge. Born and raised in Gaeta, Latina, Italy, he was the son of the late Ugo and Luigia (Socorsso) Fiorenzio. Pasquale immigrated to the U.S. in 1970, settling in Somerville and working as a machinist. Massachusetts Expands Waste Disposal Ban to Include Mattresses & Textiles

As of November 1, the Massachusetts Department of Environmental Protection (MassDEP) has expanded its waste disposal bans to include mattresses and textiles. MassDEP reports that residents and businesses dispose of approximately 230,000 tons of textiles annually, about 85% of which could be donated, reused, or recycled instead. Similarly, approximately 600,000 mattresses and box springs are discarded in Massachusetts each year, even though 75% of a mattress is made of recyclable materials. The House approved and sent to the Senate legislation, known as the James Ward Act, which would increase the penalty of a hit and run with a recreational vehicle that causes bodily injury from a fine between $500 and $1,000 to a jail sentence of one year and/or a fine between $500 and $1,000. The proposal also creates the penalty of up to a $5,000 fine and/or a jail sentence of 2.5 years for a hit and run with a recreational vehicle that results in the death of the other party. STEP THERAPY (H 4929)

Governor Charlie Baker signed into law a bill that limits the use of health care plan mandated prescription drug “step therapy” protocols and provides more exemptions to the mandate. Step therapy requires the patient to try less expensive options before “stepping up” to drugs that cost more. Conditions which would exempt a patient from trying the less expensive drug first include if the treatment will harm the patient, or if the patient previously tried the required treatment, or similar treatment, and it was ineffective. Apply for the 90 Washington St. Redevelopment Civic Advisory Committee
The City of Somerville is forming a 12-member Civic Advisory Committee to represent the public in the redevelopment of 90 Washington St., and all residents are encouraged to apply. The Committee will meet regularly starting in January 2023 to advise City staff and consultants in selecting one or more development partners for 90 Washington St. Committee members will include eight residents, two local business or non-profit representatives, and two City Councilors.
