PRIMARY ENFORCEMENT OF THE SEAT BELT LAW (S 1591) – Allows police officers to issue tickets for seat belt violations even if the driver is not first stopped for another violation as required under current law. Other provisions prevent officers from searching the vehicle or occupants solely because of the seat belt violation and prohibit a seat belt violation from resulting in a surcharge on motor vehicle insurance premiums. $21.9 MILLION INCREASE IN EDUCATION AID

Senate Ways and Means Committee Chair Sen. Michael Rodrigues (D-Westport) and his House counterpart Rep. Aaron Michlewitz (D-Boston) announced an agreement to increase Chapter 70 aid to school districts by $219.6 million, an increase of $21.9 million over the $197.7 million hike proposed by Gov. Charlie Baker earlier this year. The agreement also creates a $40 million enrollment reserve fund targeted to stabilize school districts adversely impacted by pandemic-related enrollment changes.

The City of Somerville’s Elections Department has set up an online appointment system to allow candidates for municipal office to safely pick up and drop off nomination papers and speak with Elections staff while City Hall remains closed to the public. FORGIVE REGISTRY OF MOTOR VEHICLE (RMV) DEBTS

This bill relieves drivers of old, outstanding balances owed to the RMV. The forgiven debts would apply only to charges incurred before July 1, 2020. It would not relieve drivers or automobile owners of charges incurred after that date or diminish the obligations to maintain a valid license and to register and insure their vehicles. MassNotify App Alerts Users of Possible COVID-19 Exposure

The cities of Somerville and Methuen are working with state public health officials on a pilot of MassNotify, a new tool that helps fight COVID-19 with smartphones. The pilot begins Monday, April 5. MassNotify can send you an “exposure alert” if you were in close contact with someone who anonymously shared through MassNotify that they tested positive for COVID-19. As more residents have access to the COVID-19 vaccine, including essential and service industry workers, the City of Somerville is moving forward with some additional modest business reopening steps starting Monday, April 5.
