Members of the Somerville Police Drug Control Unit have been conducting an ongoing Heroin investigation involving David Goggin and Janet Jefferson. I would note that both Goggin and Jefferson are well known to the members of the Somerville Police Drug Control Unit due to their reputation involving the personal use and distribution of controlled substances.
The aforementioned narcotic investigation was also initiated upon cultivating intelligence from a confidential source regarding Goggin and Jefferson’s alleged Heroin distribution operation. The confidential source will be referred to as CS herein.
CS states that David Goggin and Janet Jefferson are actively engaging in the ongoing sale and distribution of Heroin. According to CS, Goggin and Jefferson are meeting up with Heroin customers at numerous locations within the city of Somerville, selling / distributing Heroin. The CS basis of knowledge was derived from numerous personal observations of Goggin and Jefferson conducting Heroin transactions with prospective Heroin customers. In a statement made against his or her own penal interest CS admitted to purchasing Heroin from Goggin and Jefferson on previous occasions. CS also provided me a list of meeting locations where Goggin and Jefferson meet their Heroin clientele.
In the past few weeks members of the Somerville Police Drug Control Unit have been initiating surveillance on numerous locations where Goggin and Jefferson have been conducting their alleged heroin transactions. During that period of time, numerous short meets were observed of Goggin and Jefferson meeting up with known Heroin users. Based on our observations, training, experience, and the known history of the individuals Goggin and Jefferson were meeting up with, we believe the quick meets to be consistent with how street level narcotics transactions are conducted.
On 04/28/2016, Detective’s Legros, and I along with Sergeant Detective Dan Rego were working plain clothes in an undercover capacity assigned to the Somerville Police Drug Control Unit. At approximately 8:00am, we set up surveillance of 42 Dana Street, which is Jefferson’s residence in the City of Somerville. At around 11am Observations were made of Jefferson and her boyfriend XXXXX exiting their residence and entering Jefferson’s vehicle, where they traveled outside the City of Somerville. Detective Legros, and I along with Sergeant Detective Dan Rego at that time conducted a rolling surveillance of Jefferson and XXXXX. While conducting surveillance, observations were made of Jefferson and XXXX traveling to a hotel outside the City of Somerville, where Jefferson and XXXXX both entered the hotel together.
A short while later an observation was made of Jefferson and Goggin exiting the hotel and entering Jefferson’s vehicle, were they then traveled into the City of Somerville. Once they arrived back in the City of Somerville, Observations were then made of Jefferson pulling over in front of 112 Medford Street (Boston Check Cashiers). Goggin then exited the passenger side of the vehicle and entered Boston Check Cashiers. Jefferson then left the area and headed east on Medford Street then taking a right onto Lowell Street, where she pulled into the parking lot of 259 Lowell Street (Visiting Nurse Association Complex). Detective Legros who conducted a rolling surveillance of Jefferson then observed a male later identified as YYYYY approach the driver’s side of Jefferson’s parked car, where he then observed a brief hand exchange involving Jefferson and YYYYY. At the conclusion of the hand exchange YYYYY walked back into the Visiting Nurse Association Complex and Jefferson proceeded up Lowell Street towards Medford Street where she shortly after picked up Goggin at Boston Check Cashiers. They then left the area and traveled back to the hotel outside the City of Somerville. Based on our observations, training, experience, we believed Jefferson’s quick meet with YYYYY to be consistent with how street level narcotics transaction are conducted.
On 04/29/2016 at 8 am, Detective’s Legros, and I conducted surveillance of 42 Dana Street. At around 11 am observations were made of Jefferson exiting her residence and getting into her vehicle where she ended up traveling to the same hotel as the day prior. Detective Legros and I conducted a rolling surveillance of Jefferson to the hotel. Observations were then made of Jefferson entering the hotel. A short while later an Observation was made of Jefferson and Goggin exiting the hotel and entering her vehicle, where they ended up traveling back into the City of Somerville. Detective’s Legros, and I, along with Sergeant Detective Dan Rego continued to follow Jefferson and Goggin as they traveled back to the City of Somerville. Jefferson and Goggin then traveled to the parking lot of 259 Lowell Street (Visiting Nurse Association Complex), where they pulled up to the front of the complex. Moments later Detective Legros observed the same male YYYYY as the day prior, who was involved in the quick meet with Jefferson, walking up to the passenger side of the vehicle talking to Goggin. After a brief conversation with Goggin, Detective Legros observed a brief hand exchange involving Goggin and YYYYY. After the hand exchange YYYYY began to walk back into the complex and Jefferson and Goggin pulled out of the parking lot and began to travel down Lowell Street towards Vernon Street.
Based on my training and experience the behaviors displayed by the above named individuals during the course of this observation were consistent with that of a street level drug transaction. At this point Detective Legros with his Police badge prominently displayed on the exterior of his clothing approached YYYYY, to conduct a threshold inquiry to further investigate Goggin and YYYYY’s activity. After a short conversation with YYYYY, Detective Legros observed that YYYYY had something in his mouth. Detective Legros then had YYYYY open his mouth and give him the product that he had just purchased. YYYYY then retrieved three baggies of a brown powdery substance believed to be Heroin out of his mouth, which he then handed to Detective Legros.
Subsequent to the stop of Mr.YYYYY, Sergeant Detective Dan Rego and I then initiated a stop of Jefferson’s Vehicle at Lowell Street and Vernon Street. During the stop of Jefferson vehicle, Detective Legros put out over the radio that he had recovered some product. At this time, I along with Sergeant Detective Dan Rego with our Police badges prominently displayed on the exterior of our clothing approached the vehicle, where we escorted Jefferson and Goggin out of the vehicle. Sgt. Kennely and Officer Amaral also arrived on scene to assist us.
When Sergeant Detective Dan Rego escorted Goggin out of the vehicle, he observed that Goggin had a sum of money in his hand. Goggin was then put up against the vehicle. Upon Goggin placing his hands on the vehicle, Sergeant Detective Dan Rego observed a plastic bag hanging out of Goggin’s waistband. Based upon his training and experience Sergeant Detective Dan Rego believed that Goggin was concealing narcotics in his waist band. Sergeant Detective Dan Rego then pulled out that bag that was hanging out of Goggin waistband. In that bag were 5 small baggies of a brown powdery substance believed to be Heroin.
Upon discovery of the several baggies of Heroin, Jefferson and Goggin were placed under arrest. Both parties were then transported to Somerville Police Headquarters via marked unit 200, Officer Fusco, where they were booked in the usual manner by Lieutenant Mulcahy.
