A proposal that would establish a statewide Adopt-A-Senior volunteer program to assist seniors with snow removal and property or home maintenance services received a favorable report from the Elder Affairs Committee back on December 20, 2021 but has been languishing in the Senate Ways and Means Committee since that time. I hope you are all healthy and doing well.  It is that time of year again when Team Scott rides for our orphan disease MSUD in his memory.  I again will be joined by my brother-in-law Steve Healy and my grand turismo friend Billy Goodwin.
The orphan disease center at the University of Pennsylvania medical center will again be matching the first $30,000 the MSUD Family Support Group raises to fund a research project for a cure for MSUD. May 26, 1962 – May 8, 2022

Lee J. Devereaux of Saugus passed away suddenly on May 8, 2022, at age 59. Lee was raised in Somerville, graduated Somerville Trade High School ’81, and worked for 33 years at Mass DOT as a Highway Maintenance Supervisor. He is survived by his beloved family, Rosemarie (Brandano), Janelle, and Brianna. Devoted son of the late Raymond and Evangeline Devereaux and son-in-law of the late Albert and Rosemarie Brandano. SHS has minimal security. Multiple fights happen daily leading to many students and teachers being afraid to attend school. The Senate 7-31, rejected an amendment to a section of the bill that requires the applicant to attest, under the pains and penalties of perjury, that their license to operate has not been suspended or revoked in another state or country. The amendment would also require the applicant to attest that he or she will not use his or her license for the purpose of registering to vote, voting or for identification. The Senate 32-8, approved a bill allowing undocumented/illegal immigrants to apply for a Massachusetts standard driver’s license. The House has approved a different version of the bill and the Senate version now goes to the House for consideration. The bills are similar and both branches approved their version by veto-proof margins. Once the two branches agree on a final version, the measure goes to Gov. Charlie Baker.

22021345: Somerville PD is attempting to identify the two pictured men who robbed an individual of his moped in the area of Broadway & Franklin St on 4/20/22 at approximately 3:42PM. The suspects were operating a moped together and followed the victim to his home. Suspect 1 then approached the victim, pointed a gun at him and stole his moped while Suspect 2 fled on the other moped. Both suspects traveled east in the direction of Charlestown. The House 31-125, rejected an amendment that would increase by $1,005 (from $750 to $1,755) the maximum tax credit which seniors over 65 who qualify, can receive under the Senior Circuit Breaker Tax Credit Law. The law applies to seniors with homes valued at less than $884,000 and who earn $62,000 or less for a single individual who is not the head of a household; $78,000 for a head of household; and $93,000 for married couples filing a joint return. The House 29-127,rejected an amendment that would reduce the short-term capital gains tax from 12 percent to 5 percent.

Chip Ford, executive director of Citizens for Limited Taxation said that anything that can help the investors in Massachusetts keep up with mounting inflation is a positive step for the commonwealth’s economy, “Why should the capital gains or any tax imposed be charged at a higher rate than earned income, especially considering the multi-billions in historic revenue surpluses?” asked Ford. APPROVE $49.7 BILLION FISCAL 2023 STATE BUDGET

The House 155-0, approved and sent to the Senate a $49.7 billion fiscal 2023 state budget after adding nearly $130 million in spending during three days of debate. The House version now goes to the Senate which will approve a different version. A House-Senate conference committee will eventually craft a plan that will be presented to the House and Senate for consideration and sent to the governor. Another bill on its way to a study committee would require any retailer that sells tobacco products to also sell at least one type of nicotine replacement therapy drug or device that has been approved by the FDA for assisting with helping people quit tobacco. The Judiciary Committee has recommended that a measure that would establish a grant program to provide money to cities and towns for School Resource Officers (SROs) go to a study committee where bills are rarely actually studied and are essentially defeated. It is a way to kill a proposal without holding a vote on the bill itself. MASS TO BAN DISPOSAL OF RADIOACTIVE WASTE

The Judiciary Committee held a virtual hearing on legislation, filed by Sen. Susan Moran (D-Falmouth), that would ban disposal of radioactive material directly or indirectly into coastal or inland waters, tide water or land owned by another entity. The measure imposes fines ranging from up to $10,000 for a first offense and up to $25,000 for any second and subsequent offenses. It also holds the offender liable for all damages or losses suffered by the state, a business or an individual as a result of the disposal. On Sunday, April 17, 2022, at 5:54 P.M., Somerville Police control received a 9-1-1 call from a female victim (XXXX) reporting a male and a female broke into her vehicle. The victim gave the call taker a clothing description of the female (blue leggings and a black jacket). The victim confronted the couple on Grand Union Blvd where her vehicle was parked and removed several Chick-fil-A gift cards from the female’s hand (Value: $299.50). Bump today released an audit of the Catastrophic Illness in Children Relief Fund (CICRF), which found that delays in processing applications for assistance had not improved since the last audit in 2017, and in fact increased by 11 days, with families waiting an average of 300 days to be approved for reimbursement. Audit Advises Massachusetts College of Art and Design Require Employees to Complete Cybersecurity Awareness Training

BOSTON – In an audit of the Massachusetts College of Art and Design (MassArt), the Office of State Auditor Suzanne M. Bump (OSA) found that the college properly administered federally provided COVID-19 relief dollars, but did not require that all employees in its Administration and Finance Department complete cybersecurity awareness training. Somerville Youth Hockey’s 2021-22 Season

Coming into the 2021-22 season, Somerville Youth Hockey saw its lowest point with only enough kids in the program to field one team at each age level. When that happens, theres an internal battle where there’s a wide spread of skillset on each team. MAKE ADOPTION BY FAMILY MEMBERS EASIER

Gov. Charlie Baker signed into law a bill that would repeal a current law which prohibits adoption of children by family members including older siblings, aunts and uncles. The proposal would allow these family members, with the permission of the county probate courts, to legally adopt their family members. CLEAN ENERGY AND REDUCED EMISSIONS

The Senate 37-3 approved a bill that would expand the clean energy industry and reduce emissions from the transportation and building sectors across the state with the goal of reaching net-zero emissions by 2050.

Provisions include providing creating a $100 million Clean Energy Investment Fund, $100 million to incentivize adoption of electric vehicles and $50 million to increase the number of electric vehicle charging stations; requiring all new vehicles sold to produce zero emissions beginning in 2035; requiring the MBTA to purchase or lease only zero-emission buses starting in 2028 and to convert its entire fleet by 2040; increasing from $2,500 to $3,500 rebates for drivers who purchase electric vehicles; requiring the state to prepare a report on the estimated cost of converting school buses to zero-emission vehicles; and updating the procurement process for new offshore wind energy investments.

Medical Discrimination is the situation in which a minority patient is not given medical care, whereas a non-minority would receive medical care under the same circumstances. The picture above captures this well.

This is a nation-wide problem, and it will gain more visibility with Oprah Winfrey’s May 2022 documentary “The Color of Care,” which is meant to “catalyze a movement to eliminate racial disparities in the delivery of U.S. Healthcare.”
