Mr. Richard E. Payzant, of Somerville, passed away on August 27, 2022,he was 87. Born and raised in Cambridge, he was the son of the late Hilda (Swallow) and Earl Payzant. City of Somerville to Mark International Overdose Awareness Day, Recovery Month

In recognition of International Overdose Awareness Day on Wednesday, August 31, and Recovery Month in September, the City of Somerville will plant 15 purple flags on the City Hall lawn in memory of the 15 Somerville residents who died of an opioid-related overdose in 2021. A larger flag will also be on display in recognition of all Somerville residents who have died of an overdose. City Hall will be illuminated with purple lights through September to bring awareness to Recovery Month. Somerville/Medford Remembering Former Somerville Police Officer James E. Ribeiro

James E. Ribeiro, age 67, of Woburn formerly of Somerville passed away peacefully surrounded by his loving family, Friday, August 19, 2022. He was the loving companion for 30 years of Karen Spinosa. James is also survived by his loving children, Jimmy Ribeiro of Medford, Ronnie Ribeiro of Lexington, Gina and her husband Peter Bratton of Medford, and his son from a previous marriage, James Tongen of Montana. Born in Somerville he was one of six sons of the late Gilbert and Florence (Otis) Ribeiro. He was the brother of Robert Ribeiro and his partner Kevin Moore of Boston, Ronald Ribeiro and his partner Gianna Poirier of Leominster, Richard Ribeiro and his wife Donna of Somerville and the late Steven and Gilbert Ribeiro. He is further survived by many loving nieces, nephews and cousins.

Highland Gardens, 114 Highland Avenue, is a federal senior/young disabled housing complex. Among its amenities are spacious balconies. Outside the complex are comfortable benches surrounded by a very aesthetic landscape design.
The tenants quickly acknowledge how ideal it is to have the MBTA #89 bus stop right outside the complex! The direct bus route offers easy access to Davis Square and Lechmere Station. Needless to say, this direct route pleases everybody!

The City of Somerville is convening a Participatory Budgeting Working Group to help plan what participatory budgeting will look like in Somerville, and all residents are invited to apply. “Participatory budgeting” means members of the public decide how to spend money in a public budget. 72-year-old Somerville resident succumbed to injuries after August 12 collision

SOMERVILLE – On Friday, August 12, a 72-year-old Somerville man was fatally injured in a collision while cycling near 1055 Broadway just outside of Teele Square. Somerville Police officers responded to the report of the crash at 11:20 a.m. The operator of the vehicle involved remained at the scene and is cooperating with the investigation. $165.5 MILLION TO MODERNIZE THE STATE’S COURTHOUSE AND COURT TECHNOLOGY SYSTEM AND A CHANGE IN GUN LAWS

The governor signed into law a bill providing $165.5 million to modernize the state’s courthouses and technology system. The measure also includes a section dealing with state’s gun laws.
Provisions include $95 million to allow courts to go digital; $35 million to ensure the safety of the courts’ employees and guests; and another $35 million for the technological modernization of court administrative operations.

MARIJUANA LAWS (S 3096)

Governor Baker signed into law a bill that makes changes in the cannabis industry including a section that would require the state to put some of its tax and licensing revenue from the sales of marijuana revenue into a newly created Social Equity Trust Fund to provide grants and loans, including forgivable and no-interest loans, designed to assist entrepreneurs and businesses from communities disproportionately harmed by the decades of marijuana prohibition. The measure would also allow municipalities to vote by a local referendum or through a vote of the municipal government for social consumption of marijuana to take place in their community.

LEGALIZE SPORTS BETTING

Governor Charlie Baker signed into law a bill that legalizes sports betting on professional and college sports for Massachusetts residents over 21 years old at the state’s casinos, slots parlors, simulcast centers and through mobile platforms. Betting on Massachusetts colleges and universities would not be allowed unless the school is playing in a tournament like March Madness. The House 133-20, Senate 39-0, overrode Gov. Baker’s veto of a provision that requires Metropolitan District Commission (MDC) skating rinks to remain open and staffed for the full rink season and that ice skating be available from September 1, 2022 to April 15, 2023. The provision also requires the MDC to prepare and submit reports to the House and Senate including the status of hiring for additional staffing levels; the staffing levels for the previous ten fiscal years; and the average staffing level at each park. Shots Fired In Somerville

On Saturday, August 13th, at approximately 01:05am, Somerville 911 received two calls reporting shots fired around Memorial Rd. In speaking with witnesses and reviewing video in the area, police learned a suspect on foot exchanges gunfire with two suspects operating a scooter on River Road. Officers recovered more than 15 shell casings on River Rd. No victims or injuries have been identified at this time, but police have located ballistic damage to vehicles and buildings. Residential Breaking and Entering
22042867: On 8/2/22 at approximately 4:43 PM, Somerville Police responded to a residence on Dartmouth St for report of a breaking and entering in progress. Upon arrival, officers spoke with a victim who stated her son was walking home and was chased by a group of juveniles who were attempting to beat him up. Governor Baker signed into law a measure that would regulate poaching—the illegal hunting that harms or kills wildlife including fish, birds, mammals and endangered or threatened species. Other provisions elevate the fines and penalties for poaching; align Massachusetts poaching regulations with other states; and bring Massachusetts into the Interstate Wildlife Violator Compact, which helps states work together to prevent illegal hunting across state lines.

SOLDIERS’ HOMES MANAGEMENT (H 5106)

Governor Baker signed into law legislation that will make major changes to the oversight and governance structure of the state’s veterans’ homes in Holyoke and Chelsea. The proposal follows the deaths of 77 veteran residents in 2020 as a result of a COVID-19 outbreak at the Holyoke facility. The measure elevates the Department of Veterans Services to a cabinet-level executive office with direct reporting to the governor and the ability to hire and fire superintendents. STEP THERAPY

The Senate 38-0, approved a bill that would limit the use of health care plan mandated prescription drug “step therapy” protocols and provide more exemptions to the mandate. Step therapy requires the patient to try less expensive options before “stepping up” to drugs that cost more. BORROW $5 BILLION FOR STATE PROJECTS

The House 153-0, Senate 39-0 approved and Gov. Charlie Baker signed into law most of a $5 billion bond bill that borrows money for hundreds of construction projects—the majority involving maintenance and modernization projects of buildings related to health care, higher education, information technology, workforce development, the environment and affordable housing. Many of the buildings are decades old. Baker vetoed several provisions including one that would have imposed a five-year moratorium on any prison or jail construction in Massachusetts.

What games are the city playing with our tax dollars at a time when crime is on the rise and the Somerville Police Department is short staffed with officers that are burnt out with guns and drugs all over the city .

Somerville Police Officer Dante DiFronzo was reinstated to return to work in June 2021.

Does our mayor and city counselors hate the police that much? What have we become as a society? Real Life Somerville Police Stories and Updates

Arrest
22041832: On 7/1/22, there was an armed carjacking at 460 Mystic Ave. Through investigation, Detectives identified one of the individuals involved as Daniel VIVAS, 19, of Somerville. On 7/28/22, Detectives conducted surveillance and located VIVAS at the Florence Street Park where they proceeded to serve him with a search warrant. While searching his person, Detectives recovered a loaded Glock 29 firearm, six grams of crack cocaine and $1149 USC. VIVAS was arrested on firearm and narcotics charges as well as a Somerville warrant for armed carjacking and assault with a dangerous weapon.

NEGRO ELECTION DAY (S 2703)

On July 22, Gov. Baker signed into law legislation establishing the third Saturday in July as Negro Election Day. The third Saturday in July this year was July 16 which had already passed by the time Baker signed the bill. So the day passed without it officially being Negro Election Day. The Legislature approved and sent the bill to the governor on July 14, just two days ahead of the 16th.

PROHIBIT DISCRIMINATION AGAINST A PERSON WITH A NATURAL HAIRSTYLE

Governor Baker signed into law a bill that would make Massachusetts the 18th state in the nation to prohibit any person or entity including educational institutions, workplaces and public spaces from implementing any policy that would explicitly target someone who wears their natural hairstyle. The measure defines natural hairstyle as hair texture, hair type and protective hairstyles including braids, locks, twists and other formations.
