The Election Laws Committee held a hearing on a proposed constitutional amendment that would create a non-legislative redistricting commission to replace the current commission made up exclusively of state legislators. The commission, like the current commission, would be responsible for creating congressional districts, 160 representative districts, 40 senatorial districts and eight councilor districts every ten years based on the national census. HOME EQUITY THEFT LAW

Last year, the House and Senate approved and the governor signed a law, as part of the state budget, that prohibits cities and towns that foreclose on properties on which the owner owes back property taxes, from keeping all of the profits when the city or town sells the property at auction. Prior to passage of this law Massachusetts law allowed this practice. The new law allows the city or town to keep only the amount owed in back taxes and send the remainder to the owner.

SENATORS ARE NO LONGER ELIGIBLE FOR PER DIEMS – Legislators are no longer entitled to collect “per diems” to reimburse them for mileage, meals and lodging expenses for travel from their home to the Statehouse. These reimbursements were discontinued in 2017. They were not taxable income and ranged from $10 per day for legislators who reside in the greater Boston area to $82 for Western Massachusetts lawmakers and $100 for those in Nantucket.
Here is the total annual salary for local senators, including the three categories of base pay, stipends and general expense pay allowance.

For many years until recently, senators who live more than 50 miles from the Statehouse were eligible for a special federal tax break. A 1981 federal law allowed them to write off a daily expense allowance when filing their federal income tax return. The complicated system determined a daily amount, ostensibly for meals, lodging and other expenses incurred in the course of their jobs, which can be deducted for every “legislative day.”

PARKING SPACES

Legislators are entitled to a parking space inside the Statehouse garage or at the nearby McCormack State Office Building. For 2025, the first $325 in monthly value of the space is a tax-free benefit under federal and state guidelines that apply to all public and private employees, not just state legislators. Any value of the space above this amount is treated as taxable income.
EXTRA PAY FOR ALL 40 SENATORS

All 40 senators receive an additional stipend, ranging from $30,207.04 to $119,631.81, above the $82,046 base salary, for their positions in the Democratic and Republican leadership, as committee chairs, vice chairs and the ranking Republican on some committees. The stipend is increased or decreased every two years based on data from the BEA that measures the quarterly change in salaries and wages.

Somerville’s 2025 Happiness Survey Launching Monday, April 7
SOMERVILLE – How happy are Somerville residents? The City of Somerville wants to know!
Today, Monday, April 7, the City is launching its biennial Happiness Survey, a unique initiative that has helped shape City policies and programs since 2011. The survey measures resident satisfaction with life in Somerville, City services, neighborhood well-being, and more.
In April and May, nearly 17,000 randomly selected households will receive either a postcard or a survey packet, inviting one household member to participate online or on paper. The City encourages all selected households to participate, including new Somerville residents.
Participation is anonymous. Demographic information will only be used to make broad comparisons and ensure the survey results represent our community.

The House Speaker Ron Mariano (D-Quincy) said the House will not include in its budget proposal Gov. Healey’s plan to add new taxes on prescription drugs. Mariano told pharmaceutical leaders at MassBio’s “State of Possible” conference that the House would drop this tax idea that Healey included in her $62 billion annual budget bill in January. Dear Billy,
I am writing this as a considered resident of Somerville. I would like to remain anonymous regarding my concerns.
Originally when I heard that there was going to be a Warming Shelter on Prescott St at the Cummings Elementary School, I was concerned. I didn’t think it was the best place for one because of the residential neighborhood and all the kids walking to the high school, but I never voiced my concerns. Since it has opened, the warming shelter has become a nightmare. Environmental Affairs Secretary Rebecca Tepper announced the granting of $5.7 million in funding for farmland preservation. The funding is aimed at protecting 400 acres of farmland through the state’s Agricultural Preservation Restriction (APR) Program. Maura Healey legislation that would extend, until June 2027, the current law that allows cities and to offer remote participation at public meetings through June 2027. Eva sang at weddings, funerals and other church services and even went on to sing in the United Service Organizations; or USO. It was there at the young age of 16 she would meet her future husband, Marvin H. Spitzer while he was serving in the US Coast Guard. Silvano Garcia-Martinez – Of Somerville, passed away on Sunday, March 2, 2025, at the age of 55.
Silvano Martinez-Garcia, born in El Salvador to Concepcion Martinez and Elida Garcia, was a devoted family man who will be deeply missed by all who knew him. Silvano’s greatest joy came from spending time with his loved ones, especially on long car rides where laughter and conversation filled the air.
A lover of the simple things in life, Silvano could often be found enjoying an ice-cold Coca-Cola or immersed in his favorite pastime, playing Candy Crush. Every Sunday, he would take to the water for his cherished fishing trips, a hobby that brought him peace and tranquility.
Beloved husband of 36 years to Ernestina M.Yanes. Devoted father of Nelson Alexander Garcia, Luis Angel Garcia and his partner Ana Maria Lopez, Yessenia Garcia, Cristian Manuel Garcia and Carolina Elizabeth Hernandez and her husband Edwin and David A. Garcia. Cherished grandfather of Alyanna Garcia-Lopez, Jonathan Hernandez and Sofia Hernandez. Dear brother of Virgilio Garcia-Martinez and the late Ismael Garcia-Martinez, and Angel Garicia-Matinez. Also survived by many loving nieces, nephews, in-law and extended family members.
A funeral procession will be held in the George L. Doherty Funeral Home 855 Broadway (Powder House SQ.) on Tuesday, March 11th at 10:00AM. Followed by a funeral mass celebrated in St. Benedict Church, Somerville at 11:00AM.
Relatives and friends are respectfully invited to attend.
Calling Hours will be held on Monday from 4:00PM to 7:00PM.
Services will conclude with interment at Oak Grove Cemtery, Medford.

The Healey Administration announced $825,000 in water quality grants to several Cape Cod towns – Barnstable, Brewster, Chatham, Dennis, Falmouth, Mashpee, Wellfleet and Yarmouth. The grants are aimed at reducing nitrogen pollution, which mostly comes from wastewater. Nitrogen can cause serious problems in the water, such as harmful algae blooms that can affect both the environment and public health.

Upon arrival, officers encountered two juvenile males who stated they were being chased by a group of five juveniles with knives. Maura Healey announced two standing orders that will allow eligible MassHealth members and Health Safety Net patients to access prenatal vitamins and over-the-counter oral contraceptives at no cost. Advocates say the move is part of the administration’s commitment to improving reproductive and maternal health outcomes and reducing health disparities for women and infants. Obituary
Martin “Marty” Labinger, beloved husband of Lisa (Hurwitz) married for nearly 32 years, passed away Sunday, March 2, 2025 at home in Somerville, Mass. He was born on April 20, 1968 to Stanley and Andrea Labinger. The family moved to West Hartford where he went to school and graduated from Conard. He continued his education in the threshold program at Lesley College where he met his wife Lisa and from which they both graduated in 1990. It is with deep sorrow and heavy hearts that we announce the passing of our beloved angel, Maria Eduarda DeSouza, who tragically left us on Monday, February 24, 2025, in a car accident with her beloved mother Kamyla L. Godinho and her stepfather Jean Deaquino. She was only 6 years old. Her precious life was cut far too short, but the joy she brought to everyone who knew her will remain forever in our hearts.
