On May 8, 2014 at approximately 9:05 AM, Officer F. Cicerone and I, Officer Mark Nevin), were dispatched to East Albion Street for a report of a
suspicious person that may be attempting to break into the house at East Albion Street. Sgt was nearby East 1 when we were dispatched. He rode with East 1 to the scene. The RP, described the suspect as a black male, approximately 18 years old, wearing a white shirt and a black bandana on his head, and carrying a blue backpack.
Upon our arrival, the RP reiterated the suspect’s description and his direction of flight. We split up to search for the suspect. Officer Cicerone and Sgt. Chaille located the suspect, Ibrahim Muhammad, at Meacham Street. I drove to their location. The suspect was already in handcuffs for officer safety purposes. Officer Cicerone and I began to frisk the suspect and his backpack for weapons. As we did so, the suspect became increasingly agitated. Officer S. St. Hilaire also arrived to assist us.
We located his MA identification in his backpack and asked Dispatch to query CJIS for his status. Dispatch notified us that he had an active warrant. We then requested the prisoner transport vehicle (200) and notified the suspect that he has a warrant and he is under arrest. We initiated a thorough search of the prisoner while waiting for 200. During our search, the prisoner’s demeanor quickly changed from agitated to combative, and became hysterical the closer we came to his groin. We had to physically restrain him to complete the search. We found a pint size baggie in his underwear containing five pre-portioned bags and one larger loose-leaf bag of marijuana, 4 1/4 Oxycodone pills, and 7 Suboxone pills. He also had $150.00 USD in cash.I seized these items, photographed, and submitted them as evidence to Somerville Police Department’s property department.
The RP told me that she observed the defendant riding his bicycle back and forth on the street, then he attempted to enter through the fence door on the right side of the house but was unable to open the latch. Then, he went to the left side of the house and returned a few minutes later. He then got on his bike, lit a cigarette, then went into another driveway. The last place she saw him was on the back porch of the house at 99 Moreland Street on his hands and knees.

268/32B: Resisting Arrest
94C/34/C: Possession of a Class B drug, Oxycodone
94C/34/C: Possession of a Class B drug, Suboxone
