TAX RELIEF FOR PERSONAL CARE ATTENDANTS (PCAs)

Gov. Healey announced that an estimated 18,000 of the state’s 60,000 of live-in PCAs who take care of MassHealth members will no longer pay state or federal income taxes on their wages, under a new IRS ruling that was sought by the Healey administration. PCAs are health care professionals who help people with disabilities keep their independence by aiding with activities of daily living, such as bathing and dressing. The exemption, projected to save a PCA $5,000 or more per year in taxes, applies only to PCAs who live in the same household as the individual receiving the care. Barabara Ann (DeWolfe) Perry, a lifelong resident of Somerville, passed away suddenly on December 10, 2025, she was 82. Born in Medford and raised in Somerville, Barbara was the daughter of Mary (Keane) and Frederick DeWolfe. A graduate of Somerville High School, she went on to marry Philip M. Perry. Together they were very active with St. Clement Parish where Philip served as the coach of the championship team of 1984 before his untimely passing in 1987.

Maura Healey signed into law legislation that would expand the current law which punishes anyone who commits assault and battery against a public employee including police officers, firefighters and emergency medical personnel. The bill ensures that all transit workers are covered, including those who are not directly employed by the state, such as workers employed by Keolis, the state’s contracted commuter rail operator. The bill would also add “assault and battery by means of a bodily substance including saliva, blood or urine” to the current law.
