MASSACHUSETTS SENATE APPROVES CLEAN ENERGY LAW

The House 150-1, Senate 36-0, approved and Gov. Baker signed into law a clean energy bill that increases the renewable portfolio standard (RPS) by 1 percent until the end of 2019, then by 2 percent each year until the end of 2029, and then back to 1 percent indefinitely. The RPS governs the amount of clean energy that utilities must purchase and integrate into the state’s energy system.

GOVERNOR SIGNS FOR ANIMAL PROTECTION

The House 151-0, Senate 37-0, approved and the governor signed into law legislation designed to protect cats and dogs. Provisions double the hit and run penalty for an accident involving cats and dogs; permit animal abuse to be reported by Department of Children and Families, the Department of Elder Affairs and Disabled Persons Protection Commission employees; and add animal control officers as mandatory reporters of child abuse, elder abuse and abuse against disabled persons.

1953 – The Soviet Union secretly tested its first hydrogen bomb.

1960 – The balloon satellite Echo One was launched by the U.S. from Cape Canaveral, FL. It was the first communications satellite.

1962 – The Soviet Union launched Pavel Popovich into orbit. Popovich and Andrian Nikolayev, who was launch a day before, both landed on August 15.

1964 – Mickey Mantle set a major league baseball record when he hit home runs from both the left and ride sides of the plate in the same game.

1969 – The Boston Celtics were sold for $6 million. At the time it was the highest price paid for a pro basketball team.

1973 – Jack Nicklaus won his 14th major golf title. The win broke the record that had been held by Bobby Jones for 50 years.

1977 – The space shuttle Enterprise passed its first solo flight test.

1981 – IBM unveiled its first PC.

1986 – It was announced by NASA that they had selected a new rocket design for the space shuttle. The move was made in an effort at correcting the flaws that were believed to have been responsible for the Challenger disaster.

1986 – Rod Carew became the first player in the history of the California Angels franchise to have his uniform (#29) retired.

1988 – The movie “The Last Temptation of Christ” opened.

1992 – The U.S., Canada, and Mexico announced that the North American Free Trade Agreement had been created after 14 months of negotiations.

1993 – U.S. President Clinton lifted the ban on rehiring air traffic controllers that had been fired for going on strike in 1981.

1994 – Major league baseball players went on strike rather than allow team owners to limit their salaries. The strike lasted for 232 days. As a result, the World Series was wiped out for the first time in 90 years.

1998 – Swiss banks agreed to pay $1.25 billion as restitution to World War II Holocaust victims.

1999 – Hang Thu Thi Ngyuen shot an arrow from a bow with her feet on “Guinness World Records: Primetime” and hit a target that was 16 feet and 5 inches away.

2000 – The Russian nuclear submarine Kursk sank and its 118-man crew died during naval exercises in the Barents Sea.

2004 – The California Supreme Court voided the nearly 4,000 same-sex marriages that had been sanctioned in San Francisco earlier in the year.

2008 – Russia halted its five-day assault on Georgia.

LEGOLAND Discovery Center Boston to Host Kid vs Grown-Up Events Every Weekend in August

It’s kid vs grown-up for household bragging rights when guests compete in the second annual Kid vs. Grown-Up challenge at LEGOLAND Discovery Center Boston. This time, the theme will be to build things that are inspired by the new The Great LEGO® Race VR Experience!

Many believe that creativity declines with age and that kids have the upper hand when it comes to imagination and we’re putting that to the test every weekend in August, beginning Sat. August 4 and running through August 25 & 26.  Kids and grown-ups can show off their building skill in a bricktastic creativity battle with one grand prize winner being named at the end of the month. The winner will receive ultimate bragging rights, a private build session with a Megan Amaral, LEGOLAND Discovery Center Boston’s Master Model Builder and a LEGO® trophy.

The build challenges will be held throughout the weekend and judged by Megan and attraction staff who will decide who has the winning imagination. One winner will be announced the week of August 27th.

Admission is required to access The Great LEGO® Race VR Experience and the cost is $5, which is in addition to the admission price. The VR Experience was designed for guests six years old and older.  For guests that would like to participate in the Kid vs Grown-Up Challenge, but not go on the VR Experience, they will be able to watch a short video of The Great LEGO® Race to help inspire their builds. ALLOW NEIGHBORHOODS TO BAND TOGETHER AND FORM A DISTRICT WITH POWER REJECTED

It was a surprise that the House and Senate did not give final approval to a local option bill allowing a city or town to authorize the creation of community benefit districts which would allow owners of contiguous property in a city or town to form a district and require property owners in that district to pay for additional services, improvements, events and other projects and activities within the district. The districts would be operated by a nonprofit board.

AUTOMATIC VOTER REGISTRATION BILL APPROVED

The House 134-16, Senate 36-0, approved and sent to Gov. Baker a bill that would automatically register to vote a person who fills out an application with the Registry of Motor Vehicles (RMV) or MassHealth, unless the person opts out. Officials at the RMV and MassHealth would be required to explain to each person that the transaction automatically registers them to vote, unless they opt out, and also inform them that non-citizens are ineligible to vote.

SENATE APPROVES REGULATION AND TAXING OF SHORT-TERM RENTALS

The House 119-30, Senate 30-8, approved and sent to the governor a bill that extends the state’s current 5.7 percent hotel and motel tax and up to a 6 percent local option room occupancy tax to short-term rentals offered by Airbnb, HomeAway and VRBO while leaving the regulation of these rentals including registration, licensing and inspections up to local cities and towns.

GOVERNOR APPROVES ECONOMIC DEVELOPMENT INCLUDING MASS TAX WEEKEND
