I, Officer Roger Desrochers, report the following summary of events based on direct and indirect interview with the persons named.
On Saturday, November 5 , 2016, I, Officer Desrochers, was in full-uniform and assigned to marked cruiser 784, patrolling area E4, for the Somerville Police Department. I was driving down Walnut Street which is a public way in Somerville, when I queried in the CJIS system MA registration XXXXXX, which was traveling in front of my cruiser. The information returned to me was that the Chevy Silverado which was not registered. I then activated my emergency equipment and pulled over MA registration XXXXXX at 709 McGrath HWY which was being driven by Welliston Medeiros confirmed by the Passport he had handed me. I asked Mr. Medeiros for his license and registration, he handed me his registration and said that he only had a Brazilian license but it was not with him because he was working. I then queried Mr. Medeiros’s name in the CJIS system which showed that he does not have a valid driver’s license, and that he had a warrant for his arrest out of the Somerville District Court (1510CR000498). At this time Officer Catatao who was patrolling E1 arrived as my back up.
I double checked the warrant status with Somerville Dispatch, who confirmed it was active. I then asked Mr. Medeiros to step out of the vehicle, at this time Mr. Medeiros was made aware of his warrant. I then placed Mr. Medeiros in hand cuffs behind his back that were double locked and checked for tightness. Officer Catatao searched Mr. Medeiros and found money and a credit card on him. I called S9 Sgt Shackelford and ask for a tow of the vehicle which was unregistered and illegally parked in the street. Pats Tow was called to tow the vehicle. Unit 200 transported Mr. Medeiros back to the Somerville Police station where he was booked in the usual manner by Sgt Kennelly.
