Torres-Castro Arrest

Members of the Somerville Police Department Drug Control Unit have been conducting an ongoing narcotic investigation of the residence located at Endicott Avenue Somerville, MA. and
the occupant thereof. The aforementioned narcotic investigation was initiated upon receiving citizenry complaint regarding alleged illegal drug activity stemming from the residence.

During the course of this investigation surveillance observations were made of defendant Randy Salvador Torres-Castro frequenting the target residence for brief periods of time. At the time of the visits observations were made defendant Hughes meeting with defendant Torres-Castro. The meetings occurred while located inside of a motor vehicle a green colored 1999 Honda Accord. I would note that based on my training and experience covert meetings of this type are consistent with patterns of behavior displayed by illegal drug distributors at the time of street level narcotic transactions. An additional observation made by Inspector Ariel Collazo and Detective ( Medford Police Department ) of the defendant Torres-Castro pattern of conduct supported this assertion.

During the late morning of August 01, 2014 members of the Somerville Police Department Drug Control Unit established a surveillance of the target residence located at Endicott Avenue Somerville, MA. and adjacent perimeter. At approximately 1:10PM observations were made of defendant Torres-Castro arriving to the target residence while operating a green colored 1996 Toyota Avalon. A short time upon his arrival to the target residence observations were made of defendant Hughes exiting from his residence and entering the motor vehicle containing defendant Torres-Castro. At the culmination of a very brief meeting involving defendants Torres-Castro and Hughes observations were made of defendant Hughes exiting from the motor vehicle.

At this time law enforcement personnel approached the motor vehicle containing defendant Torres-Castro and defendant Hughes who was now standing outside of the motor vehicle for the purpose of conducting a threshold inquiry. At the time of the law enforcement personnel approach police badges were prominently displayed on the exterior of clothing and verbal police identification was made. It was noted at this time that defendant Hughes was holding an unknown object / objects within his left clenched hand. In response to the police identification defendant Torres-Castro placed his motor vehicle in gear and fled at a speed unreasonable and proper. Defendant Torres-Castro frenzied response and assaultive behavior necessitated this investigator and Inspector Ariel Collazo to physically react in a manner thus preventing being struck by the fleeing motor vehicle. Defendant Hughes was instructed to unclench his left hand at which time observations were made of him holding 4 clear glassine bags containing a substance believed to be Heroin. This observation was conveyed to Sear gent David Monte and Inspector Kevin Shackelford who were maintaining visual contact with the vehicle operated by defendant Torres-Castro. It was noted by Inspector Shackelford that defendant Torres-Castro in his haste struck roadway curbing causing the motor vehicle to come in contact with a public side walk. Taking note of his imminent custodial demise defendant Torres-Castro attempted to orally ingest several clear glassine bags containing a substance believed to contain Heroin. Concerned for the defendants personal well being and fearing the destruction of contraband of evidentiary value Inspector Shackelford conducted a forcible entry into the defendants motor vehicle hence neutralizing the defendants destructive behavior.

Once defendant Torres-Castro was secured Inspector Shackelford retrieved 9 clear glassine bags containing a brown powder substance believed to be Heroin. Defendants Torres-Castro and Hughes were subsequently placed under arrest for the above offenses the furnishing of a false name exclusive. Upon being placed into custody both defendants were accorded their constitutional rights pursuant to Miranda which they acknowledged receiving and understanding.
