Real Life Somerville Police Stories: German MENDEZ-CASTILLO (Op MV with Suspended License)

I, Sergeant Michael McCarey, report the following summary of events based on direct and indirect interview with the persons named.

On Monday, March 12, 2018, I, Sergeant McCarey, was in full-uniform and assigned to marked patrol cruiser unit #789, overseeing east Somerville as patrol supervisor for the Somerville Police Department. At approximately 3:00 PM, I was stopped in traffic on Somerville Ave. westbound, approximately 6 cars back from the traffic signal at Prospect Ave. In my side view mirror I observed a gray Toyota bearing MA reg xxxx, cross the double yellow pavement markings, pull into the opposing lane of traffic and pass several cars to enter the left turn lane to Prospect St. As the Toyota turned onto Prospect St. I activated my blue lights and siren to initiate a traffic stop. I approached the MV and requested the registration and license of the driver. The driver who was later identified as German Mendez-Castillo (DOB xxxx) handed me a Mexican drivers license and the registration for the MV. The MV is registered to a roommate of Mendez-Castillo. I asked if he had a Massachusetts License and he replied no. I asked Mendez-Castillo, how long he had lived in Massachusetts, and he stated 9 years. I then returned to my cruiser and ran Mendez-Castillo’s information through the RMV database using the CIJIS portal. The results indicated that Mendez-Castillo’s right to operate in Massachusetts was suspended for a previous OUI on 6/16/2017 (Ref MA Lic# xxxx). At this point, Mendez-Castillo was arrested for operating after suspension, and marked lanes violation. He was transported to the station by Unit #200 where he was booked in the usual manner. The Toyota was towed subsequent to the arrest.
