

On 9/29/2017, I (Officer Devin Schneider) was in full uniform while assigned to marked unit East-1 during the evening shift. The following report is a summary on the events that I witnessed, as they pertain to incident #17060582:
At 11:35 pm I responded to the area of Assembly Square for a report that a security guard that had been assaulted in front of the Outback Steakhouse (625 Grand Union Boulevard). Officer Pat Canty (East-4) and Sergeant Michael Perrone responded as well. Officer Canty arrived on scene first and reported over the radio that the suspect in the assault was running though the parking lot by Staples. As I pulled onto Grand Union Boulevard, I witnessed a male running through the parking lot, then stop and duck into an area between the front entrance of the Christmas Tree Shop and a row of shopping carts.
I pulled up my cruiser to where I had seen the male, where I witnessed the suspect with his penis exposed while urinating onto the sidewalk. The suspect was facing out towards the parking lot, and I could clearly see his penis in his hand while he urinated. Officer Canty also arrived and could see the suspect’s penis while he urinated. Several times I ordered the suspect to stop exposing himself, which he ignored for around twenty seconds.
The suspect was identified as Ricardo Gonzalez. As I spoke with Gonzalez, his manner was belligerent, and it was apparent that he was under the influence of alcohol. A short time later, the security guards from Assembly Square arrived on scene. Gonzalez would shout over at the security guards in an attempt to instigate a fight. I placed Gonzalez into handcuffs in a manner consistent with my training.
I then spoke with the security guard who had originally encountered Gonzalez, XXXXX. XXXXX stated that he had witnessed Gonzalez drop an empty sunflower seed bag, then walk away. XXXXX picked up the trash and threw it in a barrel. Gonzalez then returned and began shouting at XXXXX to give him back the bag. XXXXX complied, yet Gonzalez continued his verbal tirade. XXXXX stated that no physical contact had occurred.
While speaking with XXXXX, Gonzalez continuously shouted profanities at the three security guards on scene, despite several warnings by police officers to cease. The parking lot of the Christmas Tree Shop is an area open to the public, and I noted several cars driving by the area where Gonzalez put on his display of tumultuous behavior. I informed Gonzalez that he was under arrest.
Gonzalez was transported back to the station in prisoner transport unit 200, operated by Officer Jimmy Radochia. At the station, Gonzalez was booked in the usual manner by the Commanding Officer: Lt. Rich Lavey. I will be seeking the following charges against Ricardo Gonzalez:
Ch. 273 / S. 53 : Indecent Exposure
Ch. 273 / S. 53: Disorderly Conduct
