An unnamed source has recently come forward and reported to us with allegations of how Former Somerville Mayor Dorothy Kelly Gay lost her election back in 2003 and how in 2004 Joseph Curtatone be came the new mayor of Somerville in January.  

We all remember during Dorothy Kelly Gay’s final year in office when the city was in the hole for millions of dollars causing the administration to implement massive program cuts as well as DPW and other city employee layoffs across-the-board and hiring restrictions were put in place.  

We also remember when Joe Curtatone was inaugurated as mayor in January of the following year and how all these employees were immediately put back on the job, programs that were halted resumed and millions of dollars of fancy new DPW equipment and city trucks all of a sudden were purchased. Where did all this money all of a sudden come from?
We all know that the fiscal year begins in June, so can someone please tell us how millions of tax dollars mysteriously reappeared in the treasury account to pay for all these goodies in January? 

When Joe Curtatone was still an alderman, did he recruit the one person who could pull the curtain over everybody’s eyes and hide a big chunk of the city’s money, the Director of Finance/Auditor? The same city employee who is still on the job in power today making $119,770.93 annually? The same city employee who was not amongst the many of city employees under the Gay administration that were ousted by Mayor Joe when he took office.  
Was this an elaborate plot by then Alderman Joseph Curtatone to recruit the the best person on the city payroll in the finance department, the Director of Finance/Auditor to cover up funds in the treasury? 

The Finance Department is responsible for the planning, oversight, and reporting of the City’s operating and capital finances. These functions are carried out by the Department’s five divisions:

Assessing

Auditing

Grants Development

Purchasing

Treasurer/Collector
Was it their intentions to deliberately hide millions of tax dollars and sit idle from the Kelly Gay Administration to make Doherty Kelly Gay look bad enough to loose the election so Joe could just walk into office as a new superhero mayor?
After serving as an Alderman for the city of Somerville for eight years, Curtatone was elected mayor in 2003. At 38, he was the second youngest mayor in Somerville history. He is serving his sixth term as mayor.
Did the city and taxpayers lose any interest in all these millions of dollars in tax funds while it was sitting idol hidden somewhere?
Were there city employees that witnessed this elaborate plot who were later demoted then fired and families threatened by Curtatone and Koty never to mention it?

These allegations and questions are now surfacing with sources pointing the finger at Mayor Curtatone along with Commissioner Koty with allegations of masterminding this scheme to pull the wool over Somerville resident’s eyes and win the election back then.  
The mayor, The DPW commissioner as well as the finance director if convicted of this crime could also be charged with Bank fraud. 
Bank fraud is the use of potentially illegal means to obtain money, assets, or other property owned or held by a financial institution, or to obtain money from depositors by fraudulently posing as a bank or other financial institution. In many instances, bank fraud is a criminal offence. While the specific elements of particular banking fraud laws vary depending on jurisdictions, the term bank fraud applies to actions that employ a scheme or artifice, as opposed to bank robbery or theft. For this reason, bank fraud is sometimes considered a white-collar crime.
