On the above date and time, while in full uniform and assigned to marked unit East 2, I was dispatched to the area of Washington St, for an individual who appeared to be tagging. Ofc Costa, Jason who was assigned to East 3 was also dispatched.
The reporting party, was explaining to the dispatcher, that a white male was standing in front of a billboard and appeared that the individual was tagging the billboard.
Upon our arrival, Ofc Costa, Jason spoke to the reporting party, who pointed towards the billboard and that s when Ofc Costa, Jason noticed someone moved away of the billboard. As Ofc Costa, Jason was observing the white male try to run away, Ofc Costa, Jason was able to relay to me the direction of flight of white male. The white male jumped onto the parking lot of the Whine and Cask, and ran across the parking lot to the rear and began to climb the stair case located of the rear 407 Washington St. A foot pursuit ensued and Ofc Costa, Jason was able to apprehend the white male on third floor balcony at the rear of the building. The white male was identified as a juvenile and from now on, known as the suspect. The suspect appeared to be nervous and was carrying a black back pack. The suspects hands were covered with silver and black paint, which are the same color used to tag the billboard. Inside the black back pack, the defendant was carrying two cans of spray paint. One can was of sliver paint and the other can was of Black paint. Also, inside the back pack there was an plastic sandwich bag containing five spray can nozzles. These items will be tuned into evidence.
