

On October 7th, 2017, I, Officer Sousa, was on duty and assigned to uniform patrol in East-3. At approximately 6:36pm, I responded along with East-2 Ofc. Detective Collazo to 66 Highland Avenue for a check condition. Dispatch informed us that a man was slumped behind the wheel of his motor vehicle and the reporting party was concerned for him.
Upon arrival, the reporting party, XXXXX, stated that he had left his house at approximately 5:30pm and noticed a man slumped over the wheel of his motor vehicle. He returned at approximately 6:30pm and the man was still in the same position. He noticed that the man had his foot on the brake because the brake lights were on, he was concerned for both the driver and public safety, and called the police. I noticed a motor vehicle parked in front of the reported address. The registered owner/operator identified as Mr. Joseph Keohane Jr who I was advised had a previous drug history with the Somerville Narcotics Unit – Refer to report # 16062312.
Detective Collazo and I approached the vehicle and I was able to get the attention of Mr. Keohane. I advised Mr. Keohane to put his car in park which he told me it already was. He then took his foot off the brake and began to roll forward into the busy street. I again advised him to put the car in park which he was able to do the second time. Concerned for everyone’s safety I asked him to step out of the vehicle. Detective Collazo was on the passenger side of the motor vehicle and immediately noticed a plastic bag in the center console in plain view with ammunition (Four 357 Magnum round) in it. Once Mr. Keohane was out of the car, I placed him into handcuffs and told him he was detained because of the ammunition in his center console. Detective Collazo continued to search the center console and found a cigarette package of Pall Malls with Dunkin Donuts napkins inside with two baggies of a white powdery substance which through his training and experience was able to identify as heroin. I called for Car 1, Ofc. Canty/Ofc. O’Donnell and K9 Unit Ofc. Sullivan and K9 Ofc. Lobo for assistance. Ofc. O’Donnell found two more 357 Magnum rounds in the driver’s side door compartment.
Mr. Keohane was read his Miranda rights off of a card and asked if he had an LTC/FID card. Mr. Keohane stated that he did not but use to have one a long time ago. A query showed that his LTC/FID was revoked. He denied that the ammunition and Heroin that was found in his car belonged to him and consented to a search of his locked glove compartment. I advised Mr. Keohane that he was being placed under arrest for the following charges:
MGL 269/10/TT POSSESS AMMUNITION WITHOUT FID CARD
MGL 94C/34/A DRUG POSSESS CLASS A
Mr. Keohane was transported by Ofc. Moreira in marked Unit 200 to the Somerville Police Department and was booked in the usual manner by Lt. Digregorio. The six magnum rounds and two bags of Heroin were placed into evidence. Two folding knives were places into evidence for destruction and medication that was not his was placed in for safekeeping. The motor vehicle was transported by Pat’s Towing to the station and searched for weapons after K9 Ofc. Lobo hit on the spot in the center console but nothing else was found. The car was then transported by Pat’s to their towing yard. Cataldo ambulance evaluated Mr. Keohane on scene and he refused medical attention.
