

I, Officer Mackenzie Richardson, report the following summary of events based on direct and indirect interview with the persons named.
On Sunday, October 1, 2017, I Officer Richardson, was in full uniform and assigned to marked cruiser unit 784 patrolling area East 4 for the Somerville Police Department. Riding along with me was Officer Michael McCarey. At approximately 11:11 am, while driving south on McGrath Highway I observed two vehicles stopped in the travel lanes at the intersection of McGrath Highway and Broadway, a public way in the City of Somerville, adjacent to the Foss Park playground, with three individuals standing outside the vehicles yelling at each other. A red Mazda 3 sedan was in the right lane with two females, later identified as XXXXX, the owner/operator, and YYYYY, the passenger. A white Toyota Camry sedan was in the middle lane with a male, later identified as Roland Ellies standing outside of the open driver’s side door with the vehicle running. Seated in the passenger side of the Camry was the owner of the Camry, ZZZZZ.
Officer McCarey initially interviewed XXXXX while I spoke with Ellies. XXXXX stated that she turned left onto McGrath Highway from Blakeley Ave and to her perception her light was green when she entered the intersection. As she proceeded on McGrath Highway the operator of the white Camry, Ellies, pulled up next to her vehicle and started yelling and screaming at her saying that she almost hit his vehicle after turning onto McGrath Highway from Blakeley Ave. The two vehicles stopped at the red light at the intersection of Broadway. Ellies exited the driver’s side door, continued yelling at XXXXX, and threw a full can of soda at her striking her vehicle. XXXXX and YYYYY then exited their vehicle in case they needed to defend themselves. Officer McCarey and I arrived at this time.
I spoke with Ellies who stated that as he was driving on McGrath Highway a red motor vehicle turned left in front of him almost striking his vehicle. He pulled up next to XXXXX and started yelling at her and calling her a “bitch”. Ellies initially told me he was the passenger and that ZZZZZ and he exchanged seating positions when the vehicle stopped. Later, ZZZZZ stated that Ellies was actually the driver of the Camry, confirming the statements made by XXXXX and YYYYY. Ellies denied throwing the can of soda even though residue could be seen on the Mazda.
While Ellies yelled at XXXXX, a crowd of 8 to 10 juveniles and adults gathered from the park to watch his tumultuous behavior in the roadway. I asked Ellies if he had any identification and he replied that he did not have his license on him. Using his name and DOB, I queried Ellies through the Massachusetts RMV database. The results of this query were No Status Found on Record and a Mass ID issued. At this point, Ellies was placed under arrest for 90/10 Unlicensed Operation of a Motor Vehicle and 272/53 Disorderly Conduct. Ellies was transported to the Somerville Police Station via the transport wagon Unit 200 and booked in the usual manner by Lt. W. Rymill. A citation R8605259 was created for the above mentioned infractions. This citation was mailed to Ellies due to him being bailed out soon after booking was complete. The owner of the Camry, ZZZZZ, was allowed to take over operation of the vehicle.
