Ramon DE CARVALHO Arrest

On Wednesday July 29, 2015, I Detective Douglas Brioso was operating an unmarked vehicle. While traveling on Cross St. (a public way within the City of Somerville), I observed a red BMW bearing MA Reg. 2RL286 fail to yield to oncoming traffic, while pulling out of Randolph Place, nearly striking a vehicle travelling on Cross St. towards Pearl St. I would like to note that earlier in the night dispatch received a call for the same vehicle operating recklessly in the same general area. The suspect vehicle made a right turn onto Pearl St, weaving in and out of traffic travelling at speeds greater than reasonable.

 

I radioed dispatch and asked for a marked unit to effect a motor vehicle stop. Officer McNally, assigned to marked unit East 3, stopped MA Reg. 2RL286 on School St. and Broadway. The operator was identified as DE CARVALHO, Ramon. Officer McNally asked DE CARVALHO for his driver’s license. DE CARVALHO stated that he did not have a drivers license. At that time I had DE CARVALHO step out of the motor vehicle and placed him under arrest for Unlicensed Operation MV (90/10) and Reckless Operation (90/24). Dispatch confirmed that DE CARVALHO did not have an active drivers license in the state of Massachusetts.

 

While conducting an inventory search of the motor vehicle prior to having it towed, Officer Morreira located a partially folded dollar bill with a small baggie containing a white powdery substance believed to be cocaine in the center console cup holder. An open bottle of Hennesy Cognac was also located on the passenger side floor. At that time I read DE CARVALHO his Miranda rights from a card provided to me by Officer McNally. DE CARVALHO denied having any knowledge of the white powdery substance found in his car. He stated that he had gotten into a physical altercation with an unknown party over money owed to him earlier in the evening. I would like to note that he had an abrasion to his nose consistent with being in a fight.

 

DE CARVALHO was transported to Somerville Police Headquarters via Unit 200, Officer Cabral Jr and booked in the usual manner by Lt. Rymill.

 

DE CARVALHO was issued Massachusetts Uniform Citation #R5381435 and is also being charged with Posses Class B (94C/34) and Open Container MV (90/24I).
