Real Life Somerville Police Stories: Isaias MANGANDI (OUI Liquor, Open Container, Use MV w/o Authority, Unlicensed Op)

On Friday, March 05, 2021, I, Officer Sergio Costa was working patrol in full-uniform in cruiser (W-5) during my assigned 12:00 am to 8:00 am shift. At approximately 4:00 am, I was dispatched to 60 Linden Ave for a noise call. Officer T. Sousa (E-3), S. Garcia (W-6), and J. Morel (W-7) responded as back-up.

Upon my arrival, I observed a black BMW bearing MA reg# XXXX, in the middle of Linden Ave. I will like to note that Linden Ave is a public way in the city of Somerville, defined by the Commonwealth of Massachussets. The MV had the keys on the ignitin, in the on position and the engine was runnung. There was smoke coming from the front tires. I observed a male party later identified as Ayala Mangandi (XXXX), in the front seat of the MV.

Mr. Mangandi step out of the vehicle and almost felt, face forward. I was able to grab him, and help him get back on his feet. I noticed a open bottle of Corona inside of the BMW and was half way empty, in a cup holder in arms reach of the operator console. I handcuffed Mr. Mangandi for my safety and asked him what happened.

Mr Mangandi stated that he was waiting for a friend that resides at 253 Summer Street, and he was inside of the car because it was cold. I could smell a strong odor of alcoholic beverage emanating from Mr. Mangandi person, glassy red eyes, slowly slurred speach and was unsteady on his feet. Mr. Mangandi also stated that he wasnt driving the car, and he was just waiting for his friend that lives on Summer Street.

I went to 253 Summer and I woke up Mr. XXXX (XXXX) the resgister owner of the BMW, and I explained the situation. Mr. XXXX stated that Mr. Mangandi its his brother-in-law and they were drinking all night and he went to bed around 1AM, he stated that he never authorized Mr. Mangandi to use his MV and he was very surprised that he had try to drive the vehicle, because he consumed a lot beers earlier on that night.

Base on Mr. XXXX statements and observations, I placed Mr. Mangandi under arrest for the following chargers.

Use without Authority 90-24
Open Container 90-24I
Unlicensed operation 90-10
Operating under the influence 90-24.

Mr. Mangandi was transported to the station by United 200, and was booked by Lt. DeOliveira.
