Real Life Somerville Police Stories:Jahhiaha CARR (Distribute Class B, Receive Stolen MV)

The following is a brief summary pertaining to Incident

On Thursday, April 20th 2016, Members of the Somerville Police Narcotics Unit were conducting routine surveillance in the area of East Somerville, close proximity to Pearl Street and Cross Street. While in the area, observations were made of Mr. XXXXX and YYYYY standing in front of 1XX Pearl Street. Both individuals are well known to the Somerville Police Narcotics Unit due to their extensive drug use and past arrests. During these observations, XXXXX was constantly monitoring his phone and at times appeared to be communicating with someone via text messages and brief phone calls. XXXXX body language appeared consistent with someone awaiting the arrival of another person, as he repeatedly paced back and forth, looking in both directions on Pearl Street.

 

During surveillance, Sgt. Capasso and I were parked on Pearl Street, right across from his residence in an unmarked vehicle. We observed XXXXX answer his phone and conducted a brief conversation that lasted no more than 10 seconds. Immediately after the phone call, XXXXX started looking around. He walked toward a dark motor vehicle bearing MA Reg ZZZZZ that arrived seconds after the call was terminated. XXXXX entered the vehicle through the rear. The vehicle made a U-turn and went eastbound on Pearl Street toward Cross Street. Detectives kept a constant rolling surveillance on the car as the operator, later identified as Mr. Jahhiaha A. Carr, turned right on Cross Street, right on Flint Street, right on Flint Avenue where he dropped off XXXXX before turning right on Randolph Pl toward Cross Street. Based on my training and experience, this “meaningless ride” is consistent with how street level drug transactions are sometimes conducted. As XXXXX walked through an alley on Randolph Pl, he was intercepted by Detective Cicerone and Sgt. Capasso. Based on their conversation with XXXXX, Detective Cicerone and Sgt. Capasso learned that XXXXX had just purchased crack cocaine from the operator of the dark vehicle. From their interaction a baggie of a white rocky substance believed to be crack cocaine was recovered. Please refer to Detective Cicerone’s supplemental report.

 

A CJIS query was then conducted on the vehicle and it came back stolen out of Malden. Detectives Costa, Goncalves, Slattery and McNally then initiated a motor vehicle stop at Pearl Street and Cross Street, both public ways in the City of Somerville. At this point Detectives escorted the male operator identified as Mr. Jahhiaha A. Carr along with a juvenile male and a juvenile female from the vehicle. All individuals were handcuffed for officer safety and were separated. The operator of the vehicle, Mr. Carr, was asked who the registered owner was and he stated his uncle’s friend. Detective Goncalves spoke to the female juvenile and asked what she was doing in Somerville. The Female juvenile stated that Mr. Carr picked her up and asked her to accompany him to drop off something in Somerville. Mr. Carr and the male juvenile were placed under arrest and transported to the Somerville Police Station to be booked in the usual manner by the Commander.
