On Sunday, July 16, 2016, I, Officer Kim, was on routine patrol in marked cruiser East 2. At approximately 12:30 hours I was dispatched to Target, located at 180 Somerville Avenue, for a report of a male shoplifter who was being uncooperative with loss prevention. Unit East 3: Officer Monaco was also dispatched as back up.

        Upon arrival the suspect was identified as Jason Neal. I spoke with XXXXX, the reporting party and loss prevention associate, who stated that he observed Neal on video camera: enter the store, make his way to the electronics department, and place 3 items in a shopping cart. A short time later Neal was observed removing the 3 item from the shopping cart and concealing them in his back pack. Neal then tried to exit the store without paying for the items, but was apprehended by XXXXX before he could leave the premises. Neal then refused to return the items and give any identifying information to XXXXX, who called the police.

        Neal was handcuffed and placed under arrest. Unit 200: Officer Rivera transported Neal to the station to be processed in the usual manner by Lieutenant Digregorio. Based on the above facts Neal is being charged with: Shoplifting Over $100.00 by Concealment.
