Real Life Somerville Police Stories:Failure to stop for police & LICENSE SUSPENDED, OP MV WITH c90 S23

The following is a summary of the details related to this incident.

On December 5, 2015 at approximately 14:17 hours, while assigned as marked unit Alpha-1, I was in my marked cruiser in the area of 300 Artisan Way. I was approached by XXXXX, an employee of the maintenance company Millennium that works in the Assembly Square area. XXXXX informed me that he had just observed a male and a female on the first floor of the AMC Theatre parking garage apparently injecting themselves with needles. XXXXX stated that the couple were in the area of the exit door in the garage near where Millennium employees park their company vehicles.

I proceeded into the garage and observed a male and a female at the location provided to me by XXXXX. Upon seeing my marked cruiser, the couple began to quickly make their way to the exit door. I stopped them and informed them that I had received a report that they were injecting themselves with needles. I informed unmarked unit Alpha-2, Officer Mark Pulli, of my location and began to pat-frisk the male, later identified as William Ranucci, for needles. During this frisk, a needle was recovered from Ranucci’s front right pocket and a six-inch knife was removed from his waistband. At this time Ranucci was placed under arrest for violation of Somerville City Ordinance Sec. 9-96 Knives and Dangerous Weapons. Incident to arrest, a search of Ranucci’s person yielded three prescription pill bottles all of which contained pills, which were removed from Ranucci’s left front pocket. A query of Ranucci in CJIS Web further revealed that there was an active warrant for his arrest.

Street supervisor SGT Kennelly arrived to assist at this time. The female, later identified as Whitney Taylor, informed me that she had prescription pills located on her person. Female Officers Catatao and Bork arrived on scene to retrieve the pills from Taylor. Two loose klonopins were recovered from a metal locket that Taylor was carrying in her bra. Taylor was placed under arrest at this time for violation of M.G.L. c. 94c s34I Unlawful Possession of a Class E Substance. Unit #200 operated by Officer McNally was contacted to transport the two parties back to the station. They were each booked in the usual manner by Lt. Digregorio.

Ranucci and Taylor had two large black bags in their possession at the time of this stop. A preliminary search of the bags yielded numerous electronics for which neither party could provide an explanation for having. Each party claimed it was the other’s property. Upon arriving at the station, an inventory search was conducted during which I found 2 laptops, a Kindle, an IPod, a Windows tablet, three digital cameras, two cell phones, and miscellaneous jewelry.

Taylor was brought into Interview Room B located in the Detective Bureau with the assistance of Detective Holland. Taylor was read her Miranda Rights and signed a Miranda Rights and Recording form. During this interview, Taylor stated that she obtained all the property from her mother and step-father’s home located in Milton, MA. Taylor states that she broke into the home on Friday December 4, 2015 at approximately 10:00 hours by breaking the glass to the rear door. She states she then took all the above mentioned electronics as well as the prescription pills recovered from Ranucci. Taylor states that she was alone at the time of this incident. I will be contacting Milton Police with this information and a supplement report will likely be filed.

Taylor is charged with violation of M.G.L. c. 94c s34I Unlawful Possession of a Class E Substance. Ranucci was taken into custody on the active arrest warrant. A subsequent application for criminal complaint for violation of Somerville City Ordinance Sec. 9-96 Knives and Dangerous Weapons, violation of M.G.L. c. 94c s34I Unlawful Possession of a Class E Substance, and for violation of M.G.L. c. 266 s60 Receiving Stolen Property will be filed against Ranucci. All electronics, prescription pills, jewelry, and the knife were submitted as evidence.

Respectfully submitted,

Officer Anderson #315
