Macloud arrest

On December 25, 2013, I, Officer Michael Capasso was on duty for the
Somerville Police in sector East 4. At approximately 16:30 hours, Officer Van Nostrand and I were dispatched to Central Street for a report of a fight. which is a program designed to provide assistance to adults with mental illness, and developmental / behavioral disabilities. Upon arrival, I spoke with staff member, , who stated that a client, Mr. Philip MacLeod, had an altercation with a victim . A staff member escorted Officer’s Van Nostrand, Gardner, and I to Mr. MacLeod’s bedroom where we attempted to interview him.

Mr. MacLeod had a faint smell of an alcoholic beverage emanating from his person, and only responded to my questions with offensive remarks. I then spoke with v , who stated that he was walking down the hallway and was suddenly assaulted by Mr. MacLeod. Mr. MacLeod pushed v several times and spat on his face and chest area twice. Staff member heard Mr. MacLeod screaming and observed him spitting at v . Mr. MacLeod was placed under arrest for assault and battery (under 209A) and transported to SPD Headquarters to be processed by Lt. Rymill.
