On Friday, August 28, 2020, at 9:45 P.M., while traveling on Mystic Ave., a public way in the city of Somerville, I queried the license plate of the vehicle directly in front of me, a brown 2001 Buick Century bearing Massachusetts registration XXXX. The results showed that the plates were canceled and attached to the wrong motor vehicle. I contacted Somerville Police control and asked for confirmation on the license plate status, then activated my lights and sirens.
The vehicle stopped near the intersection of Mystic Ave., and McGrath Hwy, then drove towards the side entrance of Stop & Shop. The passenger opened the door while the vehicle is still in motion, and once the vehicle stopped, a male exited the vehicle with a black backpack and took off running towards Blackeley Ave. This individual is known to me as XXXX.
I approached the vehicle and requested license and registration from the operator who is known to me as Shami GRANT and informed him of the reason for the stop. GRANT handed me the vehicle’s title and a bill of sale and stated to me that he did not have a valid license. I asked GRANT to step out of the vehicle and placed him under arrest for unlicensed operation and failure to stop for police. I grabbed GRANT’s left hand and cuffed him. When I grabbed his right hand, he began to question why he was being arrested and pulled his arm away. I advised GRANT not to resist, and placed in handcuffs without incident.
I instructed GRANT to sit on the sidewalk while waiting for backup. He then started to complain about the handcuffs being too tight and stated to me “Why are you doing this to me? Take these cuffs off and see what happens, I’ll fuck you up.” Det. Pulli, Monaco, Collazo, Sgt Schneider, and Sgt Berrouet responded to the scene. While waiting for the prisoner transport and the tow truck, XXXX, XXXX, XXXX, and XXXX arrived on scene and began yelling profanities at the officers and questioned why GRANT was being arrested.
GRANT was transported to the Somerville Police Headquarters via unit 200, operated by Officer Anaya, and booked by Lieutenant DeOliveira. I issued GRANT citations# T1314649, T1314650, and T1314651 for the following offenses:
– Failure to stop for police c.90 S25,
– Unlicensed operation of MV c.90 S10,
– Unregistered motor vehicle c.90 S9,
– Uninsured motor vehicle c.90 S34J,
– Attaching wrong motor vehicle plates c.90 S23,
– No inspection sticker c.90 S20
– No seat belt c.90 S13A
The license plates were seized, and the vehicle was towed from the scene by Pats tow.
