Real Life Somerville Police Stories: Sebastian LAPAGE (Disorderly, Threat to Commit Crime)

The following is a summary of the details related to this incident.

On August 29, 2018 at approximately 10:15 hours while assigned to marked unit West-6, I was dispatched to 4x Holland Street for a report of two individuals throwing fireworks. West-7 Officer Collette was also dispatched. I arrived on scene where Officer Collette had already stopped the two individuals matching the description provided by dispatch. One of the individuals, Sebastian Lapage, was immediately familiar to me as he has shoplifted from Davis Square Downtown Wine and Spirits several times this past month and was the subject of an FIO I filed previously. The other individual was identified as XXXX. It was determined that Lapage and XXXX were throwing “snaps” (a type of small novelty firework sold as a trick noisemaker) at trains in the Davis Square train station. It should be noted that during our interview Lapage was very irritable and became boisterous at times. Lapage and XXXX were advised and sent on their way.

After Lapage and XXXX were advised and moved along they began to walk west on Holland Street as Officer Collette and I remained in the area of 4x Holland Street. As we stood there, Lapage suddenly turned around and began walking east on Holland Street towards us. As Lapage approached in an apparently aggressive manner he screamed in a very loud voice at Officer Collette and me, “What the fuck are you looking at”! It should be noted that there were numerous pedestrians in this busy section of Holland Street at this time and several of them became visibly upset and even crossed the street to avoid Lapage. I stopped Lapage at this time to check on his condition and he became increasingly irate. He began to scream numerous obscenities and obstruct pedestrian foot traffic as I attempted to calm him down. At one point Lapage stated to me, “I really just want to punch you right now!” I replied by saying, “Excuse me are you going to punch me?” Lapage then stated, “No not today; Friday”. I asked him what he meant by that statement and he made the comment in a low tone, “You’ll find out”.

At this time Lapage was placed into handcuffs. It should be noted that a resident of 3x Winter Street, across the street from the location of this incident, came out and inquired as to what had happened as he could hear Lapage’s screams and disorderly behavior from inside his home despite the usual noise associated with this location. While handcuffed, Lapage continued to make suggestive statements such as, “I took 6 years of MMA (Mixed Martial Arts)”, etc. Unit #200 operated by Officer Martini was dispatched to our location to transport Lapage to the station. Sebastian Lapage is charged with violation of M.G.L. ch 272 §53 Disorderly Conduct and M.G.L. c. 275 §2 Threat to Commit Crime. He was booked by Lt. Rymill.
