On July 13, 2014, I, Officer Mark Nevin, was in full uniform and assigned to marked cruiser West 6. A few minutes after clearing my last call in Davis Square, I noticed that there was another incident that was within my assigned area. I began to drive in my cruiser toward the address listed in the computer aided dispatch (CAD) system. Shortly thereafter, Somerville Control dispatched Officer Alan Monaco and me to 55 Wallace Street for a man openly masturbating in his motor vehicle (MV). The MV was described as a blue two door car. I was already nearby the area, so I activated my cruiser’s emergency lights and made my way along Holland Street. I deactivated my cruiser’s emergency lights as I turned onto Wallace Street going against traffic. (Wallace Street is a one-way street beginning at Broadway and terminating at Holland Street; and is a public way in the City of Somerville.) As I approached the address and stopped, the Suspect (Tyler Jacquard DOB: 10/27/1985) drove past me in his MV (MA 9CC180). The Suspect’s MV matched the description given by the Reporting Party (RP).
Officer Monaco was immediately behind the Suspect’s MV and sounded his siren. The Suspect’s MV came to a stop at 133 Wallace Street. As Officer Monaco approached the Suspect, he observed what appeared to be the Suspect adjusting his pants and shirt; and the Suspect pushing a white t-shirt under his car seat. While Officer Monaco interviewed the suspect, I went to speak with the RP, and his wife. Officer James Slattery (West 7) arrived at about the same time and assisted in securing the crime scene.
RP told me that he observed what appeared to be a man masturbating in a blue two door Toyota Tercel parked at 55 Wallace Street, which is directly across the street from the witnesses’ house. While he did not directly see the Suspect’s penis, he did see the Suspect’s arm moving rapidly in an up and down motion. he also noted that as pedestrians walked past the Suspect’s MV, the Suspect would stop masturbating and cover his lap with a white t-shirt. Out of concern for his family and neighbors, he alerted his wife about what he saw and called 911.
Rp2 explained to me that she saw the same man that her husband saw masturbating in his MV. In addition to viewing the Suspect’s motions, she also saw his exposed penis. Her husband had already told her what he saw, but she was still surprised to see the Suspect’s activities; and was relieved to know that her young daughter did not see anything. Rp2 remarked that her husband was downstairs and did not see as our cruiser’s arrived, but she did. She told me that she saw our blue lights then looked out her window just in time to see the Suspect stop what he was doing, reach for the ignition switch, start his MV, and drive away.
Given that at least two people were affected by the actions of the Suspect; and the Suspect either intended to be seen or was simply recklessly

disregarding the substantial risk of public exposure to others who might be offended by the Suspect’s conduct; and the Suspect exposed his genitals to at least one person, I made the determination that the Suspect’s actions met the requirements for Open and Gross Lewdness and took him into custody.
The Suspect was transported to the station by Officer Brian Pavao in the prisoner transport wagon (200) and booked by Lt. Sheehan.

  1. Add more charges to him now for peeping at Wellesley girls. Why do you judges of MASSACHUSETTS keep letting sicko’s like this guy out?? Maybe if it was YOUR daughters window he was jerking off in.. THEN you’d do something.
