Real Life Somerville Police Stories: Kevin HEADLEY (Op MV with License Susp, PWID B & Cambridge Warrant) & Kevin SANCHEZ (Distribute B, Subsq)

The following is a brief summary to incident #19052435.

During the evening of September 11, 2019, members of the Somerville Police Department Drug Control Unit were xxxxxxxxxxxxxxxxxxxxxxxxxx
xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx. At 8:17 p.m. observations were made by me of a older black male operating an silver Lexus RX (MA reg xxxx) drive onto the corner of Taylor Street, where he parked on the corner of Taylor and Sydney Street. I then queried the registration of the vehicle (Ma Reg xxxx). The results of my query informed me that the vehicle was registered to a XXXX (DOB xxxxx) of Lowell Ma. I then queried XXXX’s Criminal record and the results of that Query informed me that XXXX had a history with narcotic offenses which included Possession to Distribute Class B with a guilty finding. I then notified Detectives who were in the area with me of my observations.

About fifteen minutes later the Silver Lexus moved onto Sydney Street, where it parked on the corner of Sydney Street by Taylor Street pointed in the direction of Temple Street. I then observed the operator of the vehicle on the phone looking down Sydney Street towards Temple Street. After observing this vehicle for a period of time now, Narcotic Detectives believed that the operator of the vehicle could possibly be waiting to be involved in a illegal drug transaction based on his behavior, known area of illegal Drug activity and based on the criminal history of the registered owner.

At 8:45 PM the silver Lexus then began to travel down Sydney Street, where it took a right onto Temple Street, where the vehicle parked on the corner of Temple Street by Sydney Street. Narcotic Detective’s followed the Lexus and were now set up in the area of Temple and Sydney Street observing the Silver Lexus. Once the vehicle parked, A black male operator who I believed was the registered owner of the vehicle exited the vehicle and walked to the corner of Temple Street on the phone looking down Sydney Street. After looking down Sydney Street for a short period of time, the black male operator walked back to his vehicle. I would note that Narcotic Detectives heard the operator of the Lexus state to the person he was talking on the phone with “I’m down over the hill now and I have been waiting here to long for this shit” Ten minutes later, Detective Cicerone observed a Black Acura (MA reg xxxx) occupied with three males travel onto Sydney Street where the vehicle pulled over and parked.

Detective Cicerone then observed a black male, with a muscular build, exit the drivers side rear passenger door of the black vehicle and walked towards Temple Street. Detective’s Legros and I then observed the unidentified black male enter the front passenger side of the silver Lexus. About a minute later the unidentified black male exited the Silver Lexus and began to walk back to the black Acura where he entered the drivers side rear passenger door. The Lexus then began to travel down Temple Street and the Acura Began to travel down Sydney Street

Based on the Drug Control Unit over hearing the conversation of the operator of the silver Lexus, our observations (to include information obtained via CJIS WEB),training, experience, and this known area, we believed this quick meet to be consistent with an street level narcotics transaction.

At this Point I along with Detective Legros began to follow the Silver Lexus onto Mystic Ave and Detective Cicerone began to follow the Black Acura. With the assistance of Marked unit East 4 (Ofc Beckford), I along with Detective Legros conducted a motor vehicle stop of the Lexus in the area of Mystic Ave at Grant Street, which are public ways within the city of Somerville. I along with Detective Legros then approached the operator of the vehicle, who was later identified as Kevin Headley (xxxxx), with our Police badges displayed on our outer garment to conduct a threshold inquiry. Once we approached Kevin Headley he appeared very nervous keeping his right hand on his side, where we could not see it. For Officer safety reason, we then escorted Kevin Headley out of the vehicle where he kept his right hand closed in a fist. We then placed Kevin Headley into handcuffs for officer safety reasons and moved him out of the roadway, closer to the sidewalk. As we were walking with Kevin Headley, I observed him open his hand and drop a baggie of Cocaine (preliminary weight 7 grams) onto the street.

I would note that the large amount of Cocaine found is consistent with someone who will possess with the intent to distribute them. I then notified Detective Cicerone over our 2 way of my findings. I then Queried Kevin Headley drivers license status along with a warrant query. The results of my query informed me that Kevin Headley drivers license was suspended and that he had a active warrant for his arrest. I then advised Kevin Headley that he was now under arrest. Headley’s vehicle was towed by Export Towing with the permission of Sgt. Isadoro. I would also note that Kevin Headley is the xxxxxxxx, who is the registered owner of the vehicle.

Detective Cicerone then continued to follow the Black Acura that was now traveling on Derby Street, where it pulled over and parked in front of 6X Derby Street. At this point Detective Cicerone approached the drivers side rear passenger door with his Police badge displayed on his outer garment to conduct a threshold inquiry of the occupants of the vehicle. Also assisting with this threshold inquiry was marked unit East 1 (OFC Torres) and marked unit East 3 (Ofc Brioso). Once Detective Cicerone Approached the drivers side rear passenger door, he observed an male later identified as Kevin Sanchez (DOB xxxx) that was sitting in the back seat and was moving around and had his hand in a black backpack that was right beside him. Fearing a weapon could be in that bag all occupants were escorted out of the vehicle and placed into handcuffs for safety. Operating the vehicle was a XXXX (DOB xxxx), sitting on the front passenger seat was a XXXX (DOB xxxx). Detective Cicerone then pat frisked Kevin Sanchez were he felt a large amount of currency in Sanchez’s left front pant pocket. Detective Cicerone while pat frisking Kevin Sanchez asked him where he just came, prior to coming to 6X Derby Street. Kevin Sanchez stated that he was just driving with xxxxx and that he was just picked up from the projects from his girlfriends house.

Detective Cicerone then asked Kevin Sanchez for his girlfriends name. kevin stated her name was XXXX but he didn’t know her last name. Detective Cicerone then asked Kevin if he met up with anybody prior to being stopped by the Police and he stated no. About Twenty seconds later Kevin Sanchez stated that he did just meet a friend and that they only talked. Kevin Sanchez stated to Detective Cicerone that he was just his friend and that they have been friends for a long time. Detective Cicerone then asked him for his friends name. Kevin Sanchez stated that he believed his friends name was XXXX but he didn’t know his last name. Detective Cicerone then queried Kevin Sanchez’s Criminal history and observed that Kevin Sanchez had numerous guilty convictions for drug offenses which include Distribution of a Class B Substance.

Detective Cicerone then began to search the vehicle. Detective Cicerone then pulled out the black backpack that was beside Kevin Sanchez, where he had his hand in, when Detective Cicerone first Approached the vehicle. In that Black backpack was 2 digital scales along with a box of plastic baggies. I would note that the Digital Scales along with the plastic baggies are tools of the drug distribution trade. I would also note Detective Cicerone located $1898 in US currency on Kevin Sanchez left front pant pocket.

Detective Cicerone then asked all three men who the bag belonged to. About thirty seconds later XXXX stated that the bag was his. Detective Cicerone then asked XXXX, what was in the bag and XXXX stated clothes. Detective Cicerone then advised XXXX that there were no clothes in the bag and XXXX stated that he didn’t know what was in the Bag. Based on the above, I formed the opinion that Kevin Sanchez distributed Kevin Headley the bag of Cocaine.

I then advised Kevin Sanchez that he was being Placed under arrest and charged with :
-DRUG, DISTRIBUTE CLASS B, SUBSQ OFF (c94C S32A/b)

Kevin Headley was placed under arrest for the active arrest warrant and the following charges ;
-DRUG, POSSESS TO DISTRIBUTE CLASS B (c94C S32A/G)
-LICENSE SUSPENDED, OP MV (c90 S23)

Kevin Sanchez’s phone will be seized for a pending search warrant and $1898 in US currency will also be seized from Kevin Sanchez and will be subject for forfeiture.

  1. Are they still arresting people for this? Years from now people will laugh(some cry) at the stupidity and wasted resources,trying to stop people from enjoying themselves!!
