Real Life Somerville Police Stories: Damon FELIX-ELIE (Op MV w/Susp License, Disorderly, Resisting Arrest)

The following is a summary of the details related to this incident.

On Saturday, June 1, 2019, I, Officer David Ruf, was in full-uniform and assigned to marked cruiser West-6, for the Somerville Police Department. At approximately 6:13 P.M., while traveling east bound on Broadway, a public way in the city of Somerville, I randomly queried a vehicle traveling west bound that slowly drove by my cruiser, Massachusetts registration xxxx via the CJISWEB application. The results showed that the vehicle’s owner, Damon Felix-Elie’s license was suspended because of an immediate threat filed on 5/30/2019. I immediately made a U-turn in front of 1114 Broadway and informed Officer Gee (West-7) of what I observed.

I activated my emergency equipment and attempted to catch up with the vehicle. I located the vehicle in front of 1370 Broadway and observed Damon exiting the driver’s seat. It should be noted that on 5/29/2019 Damon assaulted numerous Medford Police officers after a traffic stop. I approached Damon as he was exiting and for officers safety I immediately placed him in two sets of handcuffs because of his size and violent behavior in the past towards officers. I attempted to inform Damon why he was being stopped and placed under arrest, but he was extremely agitated and aggressive towards officers raising his voice to a level that a crowd would form. I advised Damon that he needed to lower his voice and I would explain what was going on. Due to Damon’s tumultuous behavior numerous people started to come out of the buildings and were extremely agitated with the situation including Damon’s family and friends. I radioed to Somerville dispatch for more units.

Numerous times Damon violently pulled away from officers while awaiting the prisoner transport and had to be subdued against his vehicle. Damon complained that the handcuffs were too tight and demanded them to be adjusted. The crowd that gathered was aggressive and kept raising their voices screaming obscenities at officers. Damon’s family kept insisting that the handcuffs be adjusted, but for officers safety he would stay how he was until other officers arrived. At one point Damon’s family was approximately 1-2 feet from officers continuing their tumultuous behavior and I ordered them back and pushed them away from Officer Gee and myself.

At this point several other units arrived on scene and attempted to control the large crowd that had gathered. I attempted to loosen and fit the handcuffs for suitable for Damon’s larger wrist. They were adjusted and double locked so that they would not become tighter. Unit 200 (Officer Howe) arrived on scene and Damon continued his aggressive behavior towards officers.

I issued Damon Mass uniform citation #T1316692 and he was transported to Somerville Police Headquarters where he was booked by Lt. G Rymil. Damon is being charged with the following;
