Real Life Somerville Police Stories: Jose ALVARADO-ARIAS (Unlicensed Op of MV)

The following is a summary of the details related to this incident.

On Sunday, March 25, 2018, I, Officer David Ruf, was in full-uniform and assigned to marked cruiser East-4, for the Somerville Police Department. While conducting proactive patrols in my area, I encountered a male, later identified as Jose Alvarado-Arias, operating two different motor vehicles while unlicensed.

First encounter (incident #18017569)

At approximately 1:18 A.M., I was sitting at a red light in the parking lot of 5xx Mystic Ave. I observed a vehicle driving towards me on Shore Drive, a public way in the city of Somerville, cross over the double yellow lines. Once the light turned green I made a u-turn behind the vehicle, Massachusetts registration xxxx, and I activated my emergency equipment and stopped the vehicle in the parking lot of 5xx Mystic Ave, Officer Messaoudi responded as back up and translation. Through Officer Messaoudi’s translation, I informed the operator, Jose Alvarado-Arias, the reason for the stop. When asked for his license, he was only able to provide an EL Salvador ID. Jose stated he had been in the country for approximately two years. I informed him that he was not licensed to drive here. I informed him not that he could not operate a motor vehicle and that I was giving him a break. At the time of the stop the vehicle was legally parked and he was given a verbal warning for marked lanes and unlicensed operation.

Second encounter (incident #18017598)

At approximately 3:13 A.M., I was making a right hand turn onto Temple Street, a public way in the city of Somerville. I observed a blue Toyota, Massachusetts registration xxxx, with Jose Alvarado-Arias as the operator waiting at the red light. I immediately made a u-turn on Temple Street; I activated my emergency equipment and stopped the vehicle at Broadway and McGrath Hwy, both public ways in the city of Somerville. I approached the operator, Jose Alvarado-Arias, and placed him under arrest for unlicensed operation of a motor vehicle. Jose was transported by Unit #200, Officer S. Costa, to Somerville Police Headquarters where he was booked by Lt. DeOliveira.

The vehicle was towed via xxx’s towing and I issued Jose citation T0400377 for the following offense:
