Narrative
On Tuesday, December 3, 2013, I, Officer Matthew Khoury was on duty for the Somerville Police in marked cruiser 664 along with Officer Michael Capasso. At approximately 12:34 PM, Officer Capasso randomly queried Massachusetts Registration via the CJISWEB, and discovered that the owner had failed to inspect her vehicle within 7 days of registering it (vehicle was registered on 06/28/13). As a result of this infraction, I was going to conduct a motor vehicle stop when an unknown black male suddenly pulled the vehicle to the side of the road on Temple Street at Broadway, both public ways within the City of Somerville.

Officer’s realized that the operator had left the vehicle running, and unattended while he went into the Rite Aid pharmacy. To prevent the vehicle from being stolen, Officer Capasso retrieved the keys from the ignition. After several minutes, the same operator returned back to the vehicle and asked why Officer Capasso was at his vehicle. Officer Capasso advised the operator that it was a civil infraction to leave a running vehicle unattended and requested his license in order for me to issue him a citation. The operator, now identified, Mr. Jeuris Contreras, handed Officer Capasso his Massachusetts Identification Card.

Upon querying Mr. Contreras license status, Officer’s discovered that Mr. Contreras license was suspended, and had an active warrant for his arrest. Mr. Contreras informed Officer’s that his license was suspended because he had failed to pay fines. Mr. Contreras was placed under arrest and issued Massachusetts Uniform Citation # R4780368.

I will be mailing the registered owner of the vehicle, Massachusetts Uniform Citation # R47803 for the following offenses: Allowing unlicensed operation, and Fail to inspect motor vehicle. The vehicle was secured and left legally parked on Temple Street.
