On 2/8/20 I was working Patrol in cruiser E1 on the first half shift. At around 2358 I was dispatched to 7X Cross ST for a report of a “fight.”

Upon arrival I witnessed XXXX sitting on the steps of 7X Cross ST. XXXX is known to me and other members of this Police Department. XXXX was suffering from
