The following is a brief summary pertaining to Incident #18040477:

On Saturday, July 7th, 2018, I, Detective Goncalves, was working in the Somerville Police Drug Unit as Delta-20. At approximately 5:05 p.m., Detectives Cicerone, Legros and I were conducting surveillance in the area of lower Broadway.

Detective Cicerone notified detectives that he observed Mr. Michael Haley, a well-known individual to the Somerville Police Drug Unit and a well-known narcotics dealer, was in the area of Broadway and Hathorn St. It is to be noted that Detectives had recently received information that Mr. Haley was selling large amounts of cocaine.

Detective Cicerone was able to see Mr. Haley traveling on Broadway on a green scooter and approach XXXXX (xx Broadway). As he was entering the establishment another individual was simultaneously exiting, this individual was later identified as Mr. XXXX.

Mr. Haley and Mr. XXXX greeted one another and then began to walk together heading west on Broadway toward Broadway Place. Detective Cicerone, parked directly across the street had a complete and unobstructed view of both parties.

Mr. XXXX then entered the driver’s seat of a White 2012 Audi S5 bearing xx registration xxxx, parked on Broadway approximately two parking spots away from Broadway Place. Mr. Haley then entered and sat in the passenger side of the same vehicle. The vehicle then pulled out of the parking spot and pulled into Broadway Place. Mr. Haley then exited the vehicle and began to walk towards the dead end of Broadway Place. The vehicle pulled into a driveway in Broadway Place and conducted a three-point turn. It then came to a complete stop at the corner of Broadway Place and Broadway and waited for another individual, later identified as Mr. YYYY, to enter the passenger side seat. The vehicle then exited completely on to Broadway and began traveling east.

Based on these observations, detectives believed a street level drug transaction just took place and requested a marked unit to the area in order to conduct a motor vehicle stop of this vehicle. Detective Thermidor and Officers Clark, Lorenti, and Canty conducted this motor vehicle stop in the area of Broadway and Mt. Vernon St.

Detective Cicerone asked the driver, Mr. XXXX, where he was coming from and he stated that he had just had dinner at XXXX with his passenger, Mr. YYYY. Detective Cicerone then asked if they had stopped and met with anyone else and Mr. XXXX claimed he did not. Detective Cicerone then asked him again and Mr. XXXX provided the same answer.

Based on Mr. XXXX dishonesty, Detective Cicerone asked Mr. XXXX to exit the vehicle. Mr. XXXX was searched and a small clear baggie of a white powdery substance believed to be cocaine was found in the pocket of his wallet.

Officer Clark and I accompanied by Detective Legros then proceeded to Broadway Place to speak with Mr. Haley. We located Mr. Haley in front of xx Broadway Place and immediately Mr. Haley grew nervous and hesitated to approach officers. As a pat frisk was being conducted he stated to officers “all I have is weed, its right over there, just grab it.” It is to be noted Mr. Haley pointed to the green scooter parked several feet away from us. Officer Clark and I searched the scooter and discovered several small packages of marijuana, a cell phone, and $281.

I asked Mr. Haley if he had met with anyone in the last ten minutes, to which he stated “I just came from XXXX’s, I had dinner with my cousin.” I asked Mr. Haley what his cousin’s name was and he said “ZZZZ”. He also stated that the reason why they had met up was so that “ZZZZ” could give him the $80 dollars he owed him. When I told Mr. Haley of detectives prior observations he stated “I didn’t sell him anything.”

Based on Detectives observations, Mr. Haley’s untruthfulness, as well as the cocaine found on Mr. XXXX, I placed Mr. Haley under arrest. Officers then conducted a more thorough search of Mr. Haley and noticed an abnormal budge in his groin area. Inside Mr. Haley’s underwear was a green bag like pouch with three small baggies of a white powdery substance believed to be cocaine.

Mr. Haley was transported to Somerville Police Headquarters in prisoner transport unit 200, operated by Officer Collazo. At the station, he was booked in the usual manner by the Commanding Officer, Lt. Vivolo. Mr. Haley was charged with Possession with Intent to Distribute Class B Drug and Distribution of Class B Drug.

Mr. Haley’s green scooter was secured and parked on Broadway Place (private way) and the key was entrusted to a friend.

The marijuana was seized and set for destruction. Please see Detective McNally’s supplemental report for all other items seized/confiscated.
